Abstract:
Die stetige Inanspruchnahme der Ressource Boden ist eine Thematik, welche insbesondere in den letzten Jahren deutlich an Bedeutung gewonnen hat, in der Praxis jedoch nur bedingt jene, tatsächlich notwendige, problemorientierte Aufmerksamkeit erhält. Mit der Flächeninanspruchnahme sind jedoch diverse Problematiken verbunden, welche weitreichende Folgen hinsichtlich ökologischer, ökonomischer, sozialer als auch städtebaulicher Aspekte besitzen. Das Konzept der Innenentwicklung stellt hierbei eine Möglichkeit dar, eine weitgehende Eindämmung der Flächeninanspruchnahme zu erreichen und somit Neuausweisungen in der Peripherie deutlich zu reduzieren, um in weiterer Folge bestehende Potentiale in zentralen Lagen zu nutzen. Die vorliegende Arbeit beschäftigt sich mit den Planungssystemen in der Schweiz und in Österreich, um etwaige Parallelen und Unterschiede hinsichtlich der Stellung und Praxis der Innenentwicklung in den diversen hierarchischen Ebenen aufzuzeigen und in weiterer Folge mögliche gegenseitige Lerneffekte zu schaffen. Stellvertretend werden hierbei, neben den Bundesebenen, die Region um den Bodensee und damit der Kanton Thurgau und das Bundesland Vorarlberg sowie einige selektierte Gemeinden untersucht. Es zeigt sich, dass, trotz ähnlicher geographischer Voraussetzungen, sich die Stellung und Praxis der Raumplanung und Innenentwicklung in vielerlei Hinsicht unterscheidet und verschiedenste, zu Teilen auch innovative Instrumente in Verwendung stehen. Ein internationaler Austausch wäre somit, zur Bewältigung der Problemstellungen in der Raumplanung durch Entwicklung und Weitergabe von problemlösenden Ansätzen, sehr zielführend.

The constant use of land as a resource is an issue that has become significantly more important, particularly in recent years, but in practice only receives the necessary problem-oriented attention to a limited extent. However, various problems are associated with land use, which have far-reaching consequences in terms of ecological, economic, social and urban planning aspects.The concept of inner development represents an opportunity to achieve a far-reaching containment of land consumption and thus to significantly reduce new development in the periphery in order to subsequently utilize existing potential in central locations.This study looks at the planning systems in Switzerland and Austria in order to identify any parallels and differences with regard to the position and practice of inner-city development at the various hierarchical levels and subsequently to create possible mutual learning effects. In addition to the federal levels, the region around Lake Constance and thus the canton of Thurgau and the federal state of Vorarlberg as well as some selected municipalities are examined as representatives. It can be seen that, despite similar geographical conditions, the position and practice of spatial planning and internal development differs in many respects and a wide variety of instruments, some of them innovative, are in use. An international exchange would therefore be very useful for overcoming the problems in spatial planning by developing and passing on problem-solving approaches.
