Wie bauen wir weiter? : Strategien zum Weiterbauen von Wohnhausanlagen aus den Jahren 1960 - 1980 in Tbilisi, Georgien

Abstract

Seit den 2000er Jahren wird in Tbilisi, Georgien, intensiv über den Zustand der Wohnhausanlagen aus den 1960 bis 1980er Jahren diskutiert. Diese Wohnhausanlagen, die unter Nikita Chruschtschow zwischen 1960 und 1980 gebaut wurden, haben im Laufe der Zeit zahlreiche Transformationen erlebt die durch selbstgebaute Erweiterungen geprägt sind und heutzutage für Tbilisi einen untrennbaren Teil der Stadtgeschichte darstellen.Im zeitgenössischen Diskurs herrscht die Befürchtung vor, dass die strukturelle Integrität der Wohnhäuser aufgrund ihrer angeblich begrenzten Lebensdauer kurz vor dem Zusammenbruch steht. Darüber hinaus werden diese Bauten häufig als unanschauliche Überbleibsel der Sowjetära bezeichnet. Die vorherrschende Stadt-entwicklungsstrategie verfolgt einen radikalen Ansatz des vollständigen Abrisses dieser Gebäude.Die Arbeit mit dem Titel “How we build next?” untersucht ausführlich die Kontextfaktoren dieser Wohnhausanlagen in Tbilisi, einschließlich ihrer Langlebigkeit sowie der Debatte um Abriss versus Renovierung. Dabei werden nicht nur die architektonischen und städtebaulichen Aspekte der Anlagen untersucht, sondern auch sozioökonomische und politische Einflussfaktoren berücksichtigt. Anhand von Beispielen aus der Baupraxis werden Strategien für die kostengünstige und nachhaltige Aufwertung von Wohnraum und den Umgang mit Bauwerken aus derselben Zeit aufgezeigt. Zudem werden alternative Organisations- und Finanzierungsmodelle diskutiert, die neue Wege im Bausektor aufzeigen können und neue Möglichkeiten für die Finanzierung des selbsttragenden Wohnbau erschließen. Anhand von konkreten Beispielen werden die Vor- und Nachteile des partizipativen Bauens aufgezeigt und die Rolle des Selbstbau in Wohnungsbau diskutiert. Im historischen Teil des Buches wird die Entstehung und Entwicklung des sozialen Wohnungsbaus in Tbilisi ausführlich erläutert. Dabei werden nicht nur die architektonischen, sondern auch die sozio-politischen und wirtschaftlichen Faktoren untersucht, die seine Entstehung und spätere Entwicklung maßgeblich beeinflusst haben. Abschließend wird mittels eines architektonischen Entwurfs für einen konkreten Wohnbau in Tbilisi gezeigt, wie mit minimalen Eingriffen die Aufwertung und Nachverdichtung der Wohnhausanlage ermöglicht wird, ohne die Gebäude abreißen zu müssen. Begleitend dazu wird ein Kurzfilm produziert, der architektonische und soziokulturelle Werte in der Nachbarschaft dokumentiert. Anhand von Interviews wird versucht, ein besseres Gesamtbild der aktuellen Probleme und Herausforder--ungen darzustellen, die mit den Bauwerken und den sozio-wirtschaftlichen Strukturen verbunden sind.

Since the 2000s, there has been intensive discussion in Tbilisi, Georgia, about the condition of residential complexes built between the 1960s and 1980s. These complexes, constructed under Nikita Khrushchev between 1960 and 1980, have undergone numerous transformations over time, characterized by self-built extensions that now constitute an integral part of Tbilisi’s urban history. In contemporary discourse, there is concern that the structural integrity of these residential buildings is on the verge of collapse due to their purported limited lifespan. Additionally, these structures are often referred to as unattractive remnants of the Soviet era. The prevailing urban development strategy advocates for a radical approach of complete demolition of these buildings. The work titled “How We Build Next?” extensively examines the contextual factors surrounding these residential complexes in Tbilisi, including their longevity and the debate between demolition and renovation. It not only explores the architectural and urban aspects of the complexes but also considers socio-economic and political influences. Drawing on examples from construction practice, strategies for cost-effective and sustainable upgrading of living spaces and the treatment of buildings from the same era are presented. Moreover, alternative organizational and financing models are discussed, which could pave the way for new approaches in the construction sector and unlock new possibilities for financing self-sustaining housing construction. The advantages and disadvantages of participatory construction are highlighted through concrete examples, and the role of self-construction in housing construction is examined. In the historical part of the book, the emergence and development of social housing in Tbilisi are extensively elucidated. This section not only investigates the architectural aspects but also delves into the socio-political and economic factors that have significantly influenced its emergence and subsequent development. Finally, through an architectural design for a specific residential building in Tbilisi, it is demonstrated how minimal interventions can enable the upgrading and densification of the residential complex without the need for demolition. Accompanying this, a short film is produced to document architectural and socio-cultural values in the neighborhood, and interviews attempt to provide a better understanding of the current problems and challenges associated with the buildings and socio-economic structures.
