What is culture and how does it affect the individual, the environment, the masses? How strong is the aspiration towards a cultural society and is it enough to destroy social inequalities? What role do cultural centers play in the advancement of a city and society? The post-war period and the strengthening of socialism brought many changes, both in the world and in the Balkans. Awareness and awakening of people, their desires and interests, have led to the improvement and advancement of the cultural order in the Western Balkans. Within the former Yugoslavia, a desire for education and cultural uplift was born.Seen and planned as a center of community and society, cultural centers quickly became unavoidable places in every city. Starting from the north, from Pljevlja and the first building of this type, cultural centers have expanded all the way to the coast and raised the culture and art of Montenegro to a higher level. The birthplace, a small town in the north, Kolasin, will be a location of desire and hope for the improvement and awakening of the culture of that place through a new cultural center. Influenced by the brutalist architecture and the architecture of the small northern town, the planned cultural center will complete the city’s offer and become a new part of the center of Kolasin.
