Fighting for and against the Lobau tunnel : how the politics of planning shapes large-scale transport infrastructure

Abstract

Die Reduktion des Anteils des motorisierten Individualverkehrs ist wesentlicher Bestanteil einer nachhaltigen Verkehrspolitik. In diesem Kontext ist die Erweiterung der bestehenden Straßeninfrastruktur als problematisch zu bewerten. Insbesondere die Schaffung von wenig dicht besiedelten und peripheren Raumstrukturen, da dadurch nicht nachhaltiges Mobilitätsverhalten räumlich festgesetzt wird. Nichtsdestotrotz unterstützt eine Mehrheit der politischen Parteien, Institutionen und relevanten Stakeholder:innen in Österreich tendenziell den Bau von Straßen – und sie kämpfen für die S1-Erweiterung im Nordosten Wiens. Dieses Projekte beinhaltet auch den kontroversen, etwa acht Kilometer langen Tunnel unter dem Naturschutzgebiet der Lobau und der Donau. Nach drei Jahrzehnten Konflikt, Aktivismus und Kontroversen konnte bislang nur ein kleiner Teil der notwendigen Bauarbeiten starten.Diese Dissertation verfolgte zwei Ziele: Ersten, die konkrete Planungspolitik solch eines großen Infrastrukturprojektes zu verstehen, indem Framings von etwa 125 Planungsdokumenten, Pressemeldungen, Zeitungsartikel und Expert:inneninterviews analysiert wurden. Für diese Analyse wurde die computergestützte qualitative Daten- und Textanalysesoftware ATLAS.ti verwendet.Die folgenden Fragen konnten damit beantwortet werden: a) Wie rechtfertigen politische Akteur:innen umweltschädliche Projekte trotz der voranschreitenden Klimakrise? b) Welchen Einfluss hat die Politisierung von Planungspraktiken auf die Errichtung von großen Infrastrukturprojekten? c) Welche Rolle spielen Expert:innen und Wissensbestände in solch einem politisierten Projekt?Das zweite Ziel dieser Dissertation war ein theoretisches Framework zu entwickeln, das darauf zugeschnitten ist Infrastrukturpolitik zu analysieren. Dieses „meta-praktische“ Framework synthetisiert mehrere Theorien zu Politik, Ethik und Materialität, vor allem: Pragmatismus, französischer, neo-pragmatischer Soziologie, Akteurs-Netzwerk-Theorie, poststruktureller Theorie und der Policy-Analyse. Dieses Framework ermöglicht die Analyse von komplexer Infrastrukturplanung, insbesondere deren politische, technologische und moralische Dimension. Dabei wird das Augenmerkt auf die typologische Einordnung der Konflikte und die sozio-technischen Resolutionsstrategien gelegt, also auf den letztendlich materiellen Ausdruck dieser Kontroversen.Die empirische Analyse zeigte, dass Akteur:innen entlang der Spaltungslinie ihrer Einstellungen zu Umweltschutz und wirtschaftlicher Entwicklung getrennt sind. Kritiker:innen lehnen den Bau von mehr Straßeninfrastruktur entschieden ab, während Befürworter;innen dies unterstützen.Entsprechend ist die Rolle der Planung der S1-Erweiterung oftmals die Ausbalancierung wirtschaftlicher, technischer und umweltrelevanter Fragen, die in einem konflikthaften Spannungsverhältnis stehen. Zu Konflikten führt vor allem der unterschiedliche politische Anspruch, weil viele etablierte politische Akteuer:innen den status quo erhalten wollen, während Aktivisten, NGOs, Wissenschaftler:innen und umweltorientierte Politiker:innen auf politische Veränderung drängen. In diesem Kontext kommt es zu konflikthaften Versuchen Planungsnormen und Gesetze anzupassen, um diese entweder umweltverträglicher oder wirtschaftsorientierter zu gestalten. Dazu kommen Governance-Konflikte, die aus der komplexen Steuerung der Planung über multiple, getrennte politische Ebenen entstehen.Diese Dissertation diskutiert schlussendlich mehrere Policy-Vorschläge, um ähnliche Konflikte in zukünftiger Infrastrukturplanung zu vermeiden.

Reducing private car mobility is central to making transport more sustainable. In this context building more roads threatens to further spatially lock in unsustainable mobility patterns by creating sprawling, low-density development. Nonetheless, the majority of Austrian political parties, key stakeholders and institutions tend to favour building more road infrastructure and have been fighting for the construction of the S1 extension in Vienna’s northeast. This project includes a controversial roughly eight km tunnel under the Lobau National Park and the Danube. After thirty years of controversy, activism and conflict the project is only partially under construction.This Dissertation has two goals. First, to understand the politics of planning such a large-scale infrastructure project, based on analysing framings in roughly 125 planning documents, press releases, newspaper clippings and expert interviews using the qualitative data software ATLAS.ti.This allows us to understand the following questions: a) How the politicisation of planning practices affects such a multi-scale project in Austria, b) How politics justifies such an environmentally detrimental project in times of the climate crisis, and c) What role experts and knowledge play in such a politicised project?Second, based on an iterative and abductive theory-building approach this study developed a theoretical framework tailored to analyse the politics of infrastructure planning. This “meta-practical” framework synthesises multiple social theories on politics, ethics and materiality, especially: pragmatism, French neo-pragmatist sociology, Actor-Network-Theory, poststructural theory and various policy sciences. This framework allows us to appreciate the complexity of analysing infrastructure planning – especially its political, technological and moral dimensions – by considering what type of conflicts and settlement strategies are expressed in particular socio-technical controversies.The empirical analysis shows that actors were divided along the fault lines of attitudes towards environmental protection and economic development. Critics oppose the construction of more road infrastructure, whilst supporters of the project endorse the construction of more roads.Accordingly, the role of planning the S1 extension was focused on balancing economic, technical and environmental issues, which continuously clashed due to the conflicts about the perceived necessary scope and scale of policy change – established actors want to maintain the status quo, whilst activists, NGOs, many scientists and environmentally-minded politicians demand fundamental policy change. Furthermore, we see conflicts due to the attempt to change the epistemic and legal planning norms, either to make them more sustainable or more tenable to developers. We also see legal and political struggles about controlling the project’s governance, which is reflected in the complexity of involving multiple government levels.Finally, the project proposes concrete policy recommendations to help reduce similar conflicts in future infrastructure planning projects.
