Projektentwicklung eines Mehrparteienhauses mit besonderen Fokus auf die Wirtschaftlichkeit und Realisierbarkeit

Abstract

Die gegenständliche Diplomarbeit, befasst sich mit der Projektentwicklung eines Mehrparteienhauses.Hierbei wird der Fokus insbesondere auf die realistische Wirtschaftlichkeitsbetrachtung und deren Umsetzbarkeit gelegt. Im Zuge dieser Arbeit werden Eingangs die Grundlagen der Projektentwicklung behandelt. Ein Zusammenspiel der Aspekte Standort, Nutzung und Kosten ist unumgänglich und von großer Bedeutung für den Erfolg eines jeden Projektes. Weiters spielt das zugehörige Risikomanagement eine wesentliche Rolle und darf in diesem Zusammenhang keinesfalls vernachlässigt werden.Um einen konkreten Anwendungsfall zu schaffen, wird ein Grundstück am Wilhelminenberg im 16. Bezirk in Wien herangezogen und genauer betrachtet. Anhand der örtlichen Gegebenheiten,sowie der Beschaffenheit wird ein potentieller Entwurf eines Mehrparteienhauses entwickelt.Basierend auf den vor Ort herrschenden Bestimmungen wie der Bauordnung, dem Bebauungsplan sowie den gültigen Landesgesetzen, ist ein Wohnprojekt mit insgesamt sechs Wohneinheiten umsetzbar. In weiterer Folge werden die Errichtungskosten dieses Wohnbaus mithilfe von Kostenkennwerten kalkuliert. Für die Finanzierung des Bauvorhabens wird eine Bankfinanzierung inklusive einem Tilgungsplan herangezogen. Neben den Kosten für die Errichtung, fallen laufende Kosten wie beispielsweise Energie- und Versicherungskosten an. Durch die Kombination aus Errichtungskosten und Betriebskosten, kann die monatliche Miete berechnet werden. Um eine fundierte Schlussfolgerung über die Höhe der sich ergebenden Miete ziehen zu können, werden vergleichbare Bauprojekte aus Wien herangezogen und ausgewertet. Letztlich wird eine Aussage über die Wirtschaftlichkeit und Rentabilität des gegenständlichen Projekts getroffen.Da das in Wien situierte Grundstück, keinesfalls repräsentativ für ganz Österreich ist, erfolgt ineinem weiteren Kapitel ein Standortvergleich. Beginnend mit dem Entwurf, welcher aufgrund der örtlichen Baubestimmungen variieren kann und auch wird. Weiters ändern sich diverse weitere Faktoren wie der Regionalzuschlag und sonstige Kosten aufgrund der vor Ort gültigen Gesetze und Bestimmungen. Aufgrund unterschiedlicher Gesetze und abweichenden Anforderungen, lässt sich schließen, dass ein Gebäude an den jeweiligen Standorten immer einzigartig ist. So ist es oftmals nicht sinnvoll das gleiche Gebäude immer und immer wieder zu errichten.Weiters wird das Thema der Risiken und Chancen aufgegriffen. Dabei erfolgt eine Unterscheidung von Risiken und Chancen in Bezug auf die Errichtungsphase sowie die Zeit nach der Fertigstellung. Im Rahmen der wirtschaftlichen Betrachtung werden verschiedene Ansätze wie die Einzelrisikomethode, die Reference Class Forecasting-Methode und das Richtwertverfahren in ihren Grundzügen beschrieben und kurz erläutert. Es lassen sich nicht alle Risiken vollständig identifizieren. Ziel ist es jedoch, die bekannten Risiken so weit wie möglich zu minimieren oder idealerweise zu eliminieren. Eine Strategie hierfür ist die Risikoübertragung, welche anhand eines Versicherungsschutzes umgesetzt werden kann. Zu diesem Zweck wird ein Versicherungsexperte befragt, und die Ergebnisse werden dokumentiert bzw. thematisiert.

This thesis deals with the project development of a multi-family house. The focus is particularlyon realistic economic considerations and their feasibility. In the context of this thesis, the basics of project development are discussed at the outset. The interplay of location, use, and costs is essential and of great importance for the success of any project. Furthermore, the associated risk management plays an essential role and must not be neglected in this context.In order to create a concrete use case, a property on Wilhelminenberg in the 16th district of Vienna is used and examined in more detail. Based on the local conditions and the nature of the site, a potential design for a multi-family house is developed. According to the local regulations, such as the building code, the development plan, and the applicable state laws,a residential project with a total of six residential units can be implemented. Subsequently,the construction costs of this residential building are calculated using cost indicators. Bankfinancing, including a repayment plan, is used to finance the construction project. In addition to the construction costs, there are ongoing costs such as energy and insurance costs. The monthly rent can be calculated by combining the construction costs and operating costs. In order todraw a well-founded conclusion about the amount of the resulting rent, comparable construction projects in Vienna are used and evaluated. Ultimately, a statement is made about the economic efficiency and profitability of the project in question.Since the property located in Vienna is by no means representative of Austria as a whole, alocation comparison is provided in a further chapter. Starting with the design, which can andwill vary due to local building regulations. Furthermore, various other factors such as regional surcharges and other costs change due to the laws and regulations applicable at the location.Due to different laws and varying requirements, it can be concluded that a building is always unique at each location. Therefore, it is often not reasonable to construct the same building overand over again.The topic of risks and opportunities is also being addressed. A distinction is made between risks and opportunities in relation to the construction phase and the period after completion. In the context of economic considerations, various approaches such as the single risk method, thereference class forecasting method, and the benchmark method are described in broad terms and briefly explained. Not all risks can be fully identified. However, the aim is to minimize known risks as far as possible or, ideally, to eliminate them al together. One strategy for this is risktransfer, which can be implemented by means of insurance cover. For this purpose, an insurance expert is consulted and the results are documented and discussed.
