Analyse der Seestadt hinsichtlich der Ausschöpfung ihres Nachhaltigkeitspotenzials

Abstract

Die vorliegende Diplomarbeit untersucht das Stadtentwicklungsprojekt Seestadt Aspern hinsichtlich der Ausschöpfung seines Nachhaltigkeitspotenzials. Im Fokus stehen ökologische, ökonomische und soziale Aspekte, insbesondere die Energieeffizienz von Gebäuden, Begrünungsstrategien, ressourcenschonende Wasserwirtschaft sowie nachhaltige Mobilitätskonzepte. Die Analyse basiert auf einer Kombination aus systematischer Literaturrecherche und empirischer Vor-Ort-Erhebung. Die Ergebnisse zeigen, dass viele ambitionierte Nach-haltigkeitsziele der Stadt Wien bislang nur unzureichend umgesetzt wurden. Insbesondere im Bereich der Dach- und Fassadenbegrünung, der Nutzung von Photovoltaik und der Reduktion versiegelter Flächen bestehen erhebliche Defizite. Trotz einzelner innovativer Pilotprojekte fehlen oft durchgängige Umsetzungskonzepte. Auch in der Gestaltung des Straßenraums und der Umsetzung nachhaltiger Mobilitätskonzepte zeigen sich Widersprüche: Die großzügige Bereitstellung von Pkw-Stellplätzen sowie die strukturelle Präsenz des motorisierten Individualverkehrs stehen im Kontrast zum erklärten Zielen einer für Menschen und nicht für Autos optimierten Stadt. Darüber hinaus offenbaren sich politische und wirtschaftliche Hürden: Mangelnde Transparenz in Entscheidungsprozessen,fehlende Rechenschaftspflicht, wirtschaftlicher Druck auf Bauträger sowie ein Spannungsfeld zwischen städtebaulicher Vision und marktwirtschaftlicher Realität behindern die konsequente Umsetzung nachhaltiger Maßnahmen. Die Arbeit versteht sich als kritische Bestandsaufnahme und Beitrag zur Reflexion aktueller Stadtentwicklungsprozesse unter dem Aspekt der Nachhaltigkeit.

This thesis examines the Seestadt Aspern urban development project in terms of its sustainability potential. The focus is on ecological, economic, and social aspects, in particularthe energy efficiency of buildings, greening strategies, resource-efficient water management,and sustainable mobility concepts. The analysis is based on a combination of systematic literature research and empirical on-site surveys. The results show that many of the City of Vienna’s ambitious sustainability goals have not yet been adequately implemented. There are significant shortcomings, particularly in the areas of roof and facade greening, the use of photovoltaics, and the reduction of sealed surfaces. Despite individual innovative pilotprojects, there is often a lack of consistent implementation concepts. Contradictions are also evident in the design of street space and the implementation of sustainable mobility concepts: the generous provision of parking spaces and the structural presence of motorized private transport contrast with the declared goal of a city optimized for people rather than cars. In addition, political and economic hurdles are evident: a lack of transparency in decision-making processes, a lack of accountability, economic pressure on real estatedevelopers, and a conflict between urban planning vision and market economy reality hinder the consistent implementation of sustainable measures. This work is intended asa critical assessment and contribution to the reflection on current urban development processes from the perspective of sustainability.
