Identität und Konflikt : Denkmalwerte im Spannungsfeld der Potsdamer Garnisonkirche und des Rechenzentrums

Abstract

Die Rekonstruktion des Turms der Garnisonkirche neben dem Rechenzent-rum in Potsdam steht exemplarisch für den heutigen Umgang mit dem baulichen Erbe der Ost-Moderne. Sie wirft die Frage auf, welche städtebaulichen Narrative künftig sichtbar werden sollen. Das Zusammentreffen von Barockkirche und ostmodernem Verwaltungsbau verdichtet gesellschaftliche und planerische Konflikte um Erinnerung, Identität und Geschichtsbilder. Am Bei-spiel von Rechenzentrum und Garnisonkirche zeigt sich, wie eine Geschichtserzählung die andere zu überlagern versucht, statt beide gleichberechtigt nebeneinander stehen zu lassen. Zivilgesellschaftliche Initiativen, Vereine und Einzelakteur:innen prägen dabei diesen Aushandlungsprozess und entstandenen Konflikt. Dabei geht es um mehr als Architektur: Es geht um Teilhabe,Deutungshoheit und den sichtbaren Ausdruck kollektiver Erinnerung im Stadt-raum. Die Arbeit untersucht diesen Diskurs zum sogenannten Konfliktensemble und bewertet seine Bedeutung für eine mögliche Denkmalwürdigkeit. Der erste Teil der Arbeit befasst sich mit der Stadtbaugeschichte Potsdams, um die Grundlagen der Auseinandersetzung zu verstehen. Daran schließt sich eine historische Einordnung der Garnisonkirche mit ihrer Entstehungs-, Nutzungs- und Rekonstruktionsgeschichte an, bevor die Herausforderungen so-genannter ‚rechter Räume‘ im Rekonstruktionskontext beleuchtet werden. Im weiteren Verlauf folgen die Betrachtung der Bau- und Nutzungsgeschichte des Rechenzentrums sowie eine Auseinandersetzung mit der Ost-Moderne und deren aktuellen Problemen. Im zweiten Teil analysiert eine synchrone Diskursanalyse drei Themen: den Erhalt des Rechenzentrums, die Rekonstruktion der Garnisonkirche und die stadtpolitische Aufsplittung. Diese verfolgen unter-schiedliche Ziele, Konzepte und Werte, woraus drei Konfliktlinien entstehen: Räumlich-funktional Räumlich-funktional, Deutungs- und Symbol sowie Bildung und Vermittlung. Im Anschluss werden die Schnittmengen zwischen den Diskursen aufgezeigt. Gemeinsame Werte wie Gemeinwohl und Bildung, die Auseinandersetzung mit Geschichte und Architektur sowie das Verständnis von Bauwerken als kollektive Identität bieten Ansatzpunkte für Verständigung. Die denkmaltheoretische Bewertung zeigt, dass sich hier innovative Denkmalwerte herausarbeiten lassen, die aus der besonderen städtebaulichen Situation sowie den gegensätzlichen Vorstellungen von Identität und Erinnerung hervorgehen. Darauf auf-bauend entwickelt der abschließende Entwurf eine Grundlage und Perspektive für die städtebauliche und freiraumplanerische Weiterentwicklung des Areals. Er vermittelt die zuvor analysierten Ergebnisse und gibt einen Anstoß für zu-künftige Gestaltungsmöglichkeiten. Die Arbeit zeigt: Städtebauliche Konfliktebergen auch produktive Chancen. Sie ermöglichen gesellschaftliche Aushandlung, fördern verschiedene Geschichtserzählungen und tragen zur Weiterentwicklung der Denkmaltheorie bei. Das Konfliktensemble aus Rechenzentrum und Garnisonkirche wird dadurch zu einem beispielhaften Ort, an dem Fragennach Erinnerung, Teilhabe und Zukunft des Erbes sichtbar werden.

The reconstruction of the tower of the Garnisonkirche next to the Rechenzen-trum in Potsdam symbolises today‘s approach to the architectural heritageof East Modernism and raises questions about which urban stories should bevisible in cities in the future. The contrast between the reconstructed Baroquechurch and the East Modernist administrative building captures key socialand planning conflict ideas about how memory, identity, and urban historyare reflected in today‘s cityscape. The case study of the Rechenzentrum andGarnisonkirche clearly shows how one historical narrative tends to overlapwith and replace another, rather than coexist peacefully, and highlights con-flicts that emerge when legally binding planning decisions clash with evolvingsocial perspectives. Civil society initiatives, associations, and individual actorsall play a role in this negotiation process. It extends beyond architecture toinclude questions of participation, interpretive authority, and the visible ex-pression of collective memory in urban space. This thesis explores the com-plex debate surrounding the so-called ‘conflict ensemble’ and assesses itssignificance in light of its potential designation as a historic monument. Thefirst part of the thesis examines the history of urban development in Potsdamto lay the foundations for understanding the ongoing debate. Next, a historicalcontextualisation of the Garnisonkirche follows, addressing its origins, use, andthe reconstruction of its tower. The discussion then turns to the challengesposed by so-called ‘right-wing spaces’ in the context of reconstruction. After-ward, the construction and history of usage of the Rechenzentrum is explored,concluding with an examination of East Modernism and its current challenges.In the second part, three main discourses are analysed through synchronousdiscourse analysis: the preservation of the Rechenzentrum, the reconstruc-tion of Garnisonkirche, and the existing divisions within urban policy. Thesediscourses differ in goals, concepts, and value orientations, leading to threeprimary conflicts: spatial-functional, interpretive-symbolic, and educational-communicative. The analysis identifies intersections among these discoursesand emphasises shared values, such as the common good, education, media-tion, engagement with history and architecture, and understanding buildingsas carriers of collective identity. A key observation is the lack of heritageprotection for the conflict ensemble, whose social importance has gone be-yond its material substance. The assessment using monument theory revealsinnovative heritage values originating from the specific urban planning contextand conflicting ideas of identity and memory. The final conceptual design isintended to provide guidance for the area’s urban and open-space develop-ment, responding to the identified need for a public hub for education andcommunication—a space that fosters dialogue and participation. This thesisdemonstrates that urban conflicts are not only sources of division but alsoopportunities for productivity; they create venues for social negotiation, allowfor diverse historical narratives, and contribute to the evolution of heritagetheory. The conflict ensemble of the Rechenzentrum and Garnisonkirche thusexemplifies a place where questions of memory, participation, and the futureof built heritage intersect.
