Smart City : Seestadt, eine Realanalyse

Abstract

Das anhaltende Bevölkerungswachstum und die zunehmende Urbanisierung stellen Städte vor wachsende strukturelle, ökologische und soziale Herausforderungen. Überlastete Verkehrssysteme, steigender Energie- und Ressourcenbedarf, Wohnraummangel sowie Emissionsbelastungen verdeutlichen die Notwendigkeit neuer, intelligenter Lösungsansätze. In diesem Kontext wurde das Konzept der Smart City als strategischer Rahmen entwickelt, der technologische Innovation, Nachhaltigkeit und soziale Lebensqualität verbindet. Da Städte jedoch sehr unterschiedliche Ausgangsbedingungen besitzen, variieren auch ihre Smart-City-Modelle erheblich.Die Smart City Wien verfolgt das Ziel, ein lebenswertes, ressourcenschonendes und klimaneutrales urbanes Umfeld zu schaffen. Die Seestadt Aspern im 22. Bezirk gilt dabei als eines der bedeutendsten Transformationsgebiete und dient als Reallabor für neue Formen nachhaltiger Stadtentwicklung. Als vollständig neu errichteter Stadtteil bietet sie ideale Voraussetzungen, um Mobilitätsinnovationen, energieeffiziente Gebäude, digitale Infrastrukturen und neue Beteiligungsmodelle in einem urbanen Maßstab zu testen und weiterzuentwickeln.Die vorliegende Arbeit untersucht, wie das Konzept der Smart City definiert wird, welche Smart-City-Konzepte in der Seestadt bereits umgesetzt wurden, welche weiteren Maßnahmen geplant sind und in welchem Ausmaß die gesteckten Ziele erreicht wurden. In vier thematischen Schwerpunkten – Mobilität, Gebäude und Energie, wirtschaftlich-funktionale Entwicklung sowie Umwelt, Klima und Freiraum – werden planerische Zielsetzungen und reale Ist-Zustände systematisch verglichen, aber auch strukturelle Defizite aufgezeigt. Zusätzlich wird in einer weiteren Bevölkerungsumfrage die subjektive Wahrnehmung und das Nutzerverhalten der Bevölkerung analysiert, wobei ein besonderer Fokus auf dem Mobilitätsverhalten der Bewohner lag.Durch die Zusammenführung quantitativer Kennzahlen, planerischer Zielvorgaben und nutzerbezogener Einschätzungen entsteht ein datenbasiertes Gesamtbild der Stärken, Defizite und Entwicklungspotenziale der Seestadt. Auf dieser Grundlage wird abschließend bewertet, inwieweit das Quartier tatsächlich als Smart City gelten kann und welche strukturellen Anpassungen für eine nachhaltige und klimaneutrale Stadtentwicklung künftig erforderlich sind.

Ongoing population growth and increasing urbanization are placing cities under growing structural, ecological, and social pressure. Overloaded transport systems, rising energy and resource consumption, housing shortages, and pollution levels highlight the need for integrated and innovative urban development approaches. In this context, the concept of Smart City has emerged as a strategic framework that combines technological innovation, sustainability, and quality of life. However, due to differing local conditions, Smart City models vary significantly between cities.The Smart City Vienna aims to create a livable, resource-efficient, and climate-neutral urban environment. Seestadt Aspern in the 22nd district is considered one of the most important transformation areas and serves as a real-world laboratory for new forms of sustainable urban development. As a completely new urban district, it offers ideal conditions for testing and further developing mobility innovations, energy-efficient buildings, digital infrastructures, and new participatory models on an urban scale.This thesis examines how the Smart City concept is defined, which measures have been implemented in Seestadt Aspern, and to what extent the defined strategic objectives have been achieved. Four thematic areas are systematically analyzed: mobility and transport, buildings and energy, economic and functional development, and environment, climate, and open space quality. Planned targets are compared with actual conditions, and structural gaps are critically assessed. In addition, an original resident survey provides insights into perceived quality of life and everyday mobility behavior.By integrating quantitative indicators, strategic planning objectives, and user-based perspectives, the study provides a data-driven evaluation of Seestadt Aspern’s strengths, weaknesses, and future development potential. The findings contribute to a critical assessment of whether the district can truly be considered a Smart City and what structural adjustments are necessary to achieve long-term climate neutrality and sustainable urban development.
