Dekarbonisierung des Wiener Wohnungsbestands : Zielkonflikte und Herausforderungen einer klimasozialen Wohnungspolitik

Abstract

Die Dekarbonisierung des Wohnungsbestands gilt als zentraler Hebel zur Erreichung nationaler und europäischer Klimaziele und ist ein wesentlicher Bestandteil des European Green Deal. Gleichzeitig ist sie mit erheblichen sozialen Herausforderungen verbunden. Insbesondere im Mietwohnungssegment verdichten sich klimapolitische Notwendigkeiten und sozialpolitische Herausforderungen, da einkommensschwächere Haushalte überproportional häufig zur Miete wohnen und strukturelle Zielkonflikte zwischen Eigentümer:innen und Mieter:innen bestehen. Vor dem Hintergrund steigender Wohn- und Energiekosten besteht die Gefahr, dass klimapolitische Maßnahmen bestehende Wohnungsungleichheiten verschärfen, wenn soziale Aspekte in der Policy-Ausgestaltung nicht ausreichend berücksichtigt werden. Diese Arbeit geht den Fragen nach, inwiefern sozialpolitische Zielsetzungen in bestehenden klimapolitischen Maßnahmen der Dekarbonisierung des Wiener Wohnungsbestands integriert sind und welche Zielgruppen durch die Ausgestaltung adressiert oder ausgeschlossen werden. Zudem wird untersucht, welche Herausforderungen, Zielkonflikte und sozialen Betroffenheiten Vertreter:innen des gemeinnützigen, sozialen und privaten Wohnsegments sowie öffentlicher Institutionen bei der Umsetzung wahrnehmen. Methodisch basiert die Arbeit auf einer Policy-Analyse sowie der Auswertung von Expert:innen-Interviews und Fokusgruppen.Die Ergebnisse zeigen, dass sozialpolitische Zielsetzungen in der Wiener Dekarbonisierungspolitik strategisch klar verankert und normativ ambitioniert formuliert sind, ihre operative Umsetzung jedoch hinter diesen Ansprüchen zurückbleibt. Besonders deutlich wird die Diskrepanz im privaten Mietwohnungsbestand, wo vulnerable Gruppen zwar strategisch anerkannt, in der konkreten Ausgestaltung von Förder- und Finanzierungsinstrumenten jedoch nur begrenzt berücksichtigt werden. Vielfach fehlen mieter:innenorientierte Instrumente, verbindliche Regelungen zur fairen Kostenteilung sowie soziale Abfederungsmechanismen. Die Wahrnehmungen der Akteur:innen verdeutlichen zudem, dass eine erfolgreiche Dekarbonisierung nur durch die integrierte Berücksichtigung ökologischer, sozialer, finanzieller und regulatorischer Dimensionen sowie durch segmentspezifische Strategien realisierbar ist. Ein zentrales Hemmnis liegt in der aktuellen Ausgestaltung wohnungspolitischer und mietrechtlicher Rahmenbedingungen, die Investitionsanreize, Kostenverteilung und soziale Absicherung bislang nicht ausreichend auf die Anforderungen einer sozial gerechten Dekarbonisierung abstimmen

The decarbonisation of the housing stock is considered a key lever for achieving national and European climate targets and constitutes a central component of the European Green Deal. At the same time, it is associated with significant social challenges. In the rental housing sector in particular, climate policy imperatives intersect with social policy concerns, as low-income households are disproportionately likely to rent and structural conflicts of interest exist between property owners and tenants. Against the backdrop of rising housing and energy costs, there is a risk that climate policy measures may exacerbate existing housing inequalities if social considerations are not adequately integrated into policy design. This thesis examines the extent to which social policy objectives are incorporated into existing climate policy measures aimed at decarbonizing Vienna’s housing stock and which target groups are addressed or excluded by their design. It further explores the challenges, conflicts of interest, and social impacts perceived by representatives of the non-profit, social, and private housing sectors, as well as by representatives of public institutions in the course of implementation. Methodologically, the study is based on a policy analysis and the evaluation of expert interviews and focus groups.The findings indicate that social policy objectives are strategically embedded and normatively ambitious within Vienna’s decarbonization policy framework, yet their operational implementation falls short of these ambitions. The discrepancy is particularly pronounced in the private rental sector, where vulnerable groups are acknowledged at the strategic level but are only marginally considered in the concrete design of funding and financing instruments. Tenant-oriented measures, binding regulations on fair cost-sharing, and effective social compensation mechanisms are largely absent. The perceptions of stakeholders further demonstrate that successful decarbonization is only achievable through the integrated consideration of ecological, social, financial, and regulatory dimensions, as well as through segment-specific strategies. A central barrier lies in the current design of housing and tenancy law frameworks, which do not sufficiently align investment incentives, cost allocation mechanisms, and social safeguards with the requirements of socially just decarbonization
