Von rebellischer Raumaneignung zur kollektiven Praxis : Spatial Commons in Barcelona und Wien

Abstract

Gegenwärtige Stadtentwicklungsprozesse in vielen europäischen Städten sind geprägt von ökonomischer Raumverwertungslogik, Austeritätspolitik und wachsendem Druck auf den städtischen Wohn- und Lebensraum, während Fragen nach Zugang, Mitbestimmung und gemeinnütziger Nutzung häufig in den Hintergrund treten. Als Ausdruck städtischen Protests und im Rahmen der Forderung nach einem „Recht auf Stadt“ entstehen Initiativen, die sich brachliegende Orte selbstverwaltet aneignen und gemeinschaftlich gestalten. Diese Praktiken stellen dominante Eigentums- und Nutzungslogiken infrage und eröffnen alternative Formen städtischer Raumproduktion. Ausgehend von einem relationalen Raumverständnis wird Raum in der vorliegenden Arbeit nicht als gegebene Struktur, sondern als Ergebnis sozialer Praxis und kontinuierlicher Aushandlung verstanden. Theoretisch verortet sich die Arbeit im Diskurs um Urban Commons und greift insbesondere das Konzept der Spatial Commons nach Pelger (2022) auf. Dieses versteht Commons nicht nur als Ressource, sondern als räumlich eingebettetes, sozial produziertes und politisch umkämpftes Gefüge kollektiver Praxis. Anhand der Fallstudien Can Batlló in Barcelona (Spanien) und der Arena Wien (Österreich) untersucht die Arbeit, wie aus Protest hervorgegangene Spatial Commons entstehen, sich im Zeitverlauf entwickeln und langfristig als Formen alternativer urbaner Raumproduktion etablieren sowie welche Potenziale sie für eine gemeinwohlorientierte Stadtentwicklung entfalten. Gleichzeitig verdeutlichen die Fallstudien Spannungen zwischen emanzipatorischer Praxis, institutionellen Anforderungen und der Gefahr von Kooptierung, wodurch die transformative Wirkung von Spatial Commons ambivalent bleibt. Die beiden Fälle repräsentieren für den transnationalen Vergleich unterschiedliche lokale, gesellschaftliche und stadtpolitische Kontexte: Während die Arena Wien aus der Besetzung eines Schlachthofes im Kontext kulturpolitischer Protestbewegungen in Wien entstanden ist, ist Can Batlló Teil einer langwierigen sozialen Bewegung zur Umgestaltung eines Industriekomplexes in Barcelona. Im Rahmen der Forschung wurden qualitative Methoden eingesetzt, darunter leitfadengestützte Interviews sowie teilnehmende und nicht-teilnehmende Beobachtungen, die es ermöglichten, diese Prozesse im sozialen und räumlichen Kontext nachzuvollziehen.

Current urban development processes in many European cities are characterized by the economic logic of spatial exploitation, austerity policies, and increasing pressure on urban living spaces, while questions of access, co-determination, and non-profit use often recede into the background. As an expression of urban protest and within the framework of the demand for a ‘right to the city,’ initiatives are emerging that self-manage and collectively shape vacant spaces. These practices challenge dominant logics of ownership and use and open up alternative forms of urban space production. Based on a relational understanding of space, this work understands space not as a given structure, but as the result of social practice and continuous negotiation. Theoretically, this work situates itself within the discourse on urban commons and, in particular, adopts the concept of spatial commons according to Pelger (2022). This concept understands commons not only as a resource, but as a spatially embedded, socially produced, and politically contested structure of collective practice. Based on the case studies of Can Batlló in Barcelona (Spain) and Arena Wien (Austria), this work examines how spatial commons emerging from protest develop over time and establish themselves in the long term as forms of alternative urban space production, as well as their potential for public-interest-oriented urban development. At the same time, the case studies highlight tensions between emancipatory practice, institutional requirements, and the risk of co-optation, which leaves the transformative impact of spatial commons ambivalent. For transnational comparison, the two cases represent different local, social, and urban-political contexts: while Arena Wien arose from the occupation of a slaughterhouse within the context of cultural-political protest movements in Vienna, Can Batlló is part of a long-term social movement for the transformation of an industrial complex in Barcelona. The research employed qualitative methods, including semi-structured interviews and participant and non-participant observation, which made it possible to understand these processes within their social and spatial contexts.
