ZusammenWachsen : Retrofit-Strategien für die Transformation des Gemeindebaus ‚Wienerbergstraße 14‘ in Wien-Meidling

Abstract

Ein Viertel der Bewohner:innen Wiens lebt in Gemeindebauten. Diese markanten Wohnhausanlagen prägen seit über einem Jahrhundert das Wiener Stadtbild. Insbesondere in der Nachkriegszeit wurden aus Wohnungsnot zahlreiche Wohnungen der Gemeinde Wien errichtet. Diese Gemeindebauten stehen heute und auch in den kommenden Jahrzehnten vor speziellen Herausforderungen. Einerseits benötigen die meisten dieser Anlagen energetische Sanierungen. Andererseits zeigen sich auch komplexere Probleme wie das Anpassen von Wohnungsgrundrissen und der Barrierefreiheit an heutige Anforderungen und das Stärken des sozialen Gefüges in den Gemeindebauten. Daraus resultiert eine Notwendigkeit retrofitter Strategien im Umgang mit diesen Wohnhausanlagen und ihren Freiräumen. Eine besondere Typologie dieser Gemeindebauten ist die Alte-Leute-Stiege. Diese wurde ursprünglich für ältere Menschen entwickelt. Viele dieser Stiegen sind heute vom Leerstand betroffen und entsprechen nicht den heutigen Anforderungen der Bewohner:innen. Diese Gebäudetypologie bietet auf Grund ihrer Lage im Quartier besonderes Potenzial in der Nachverdichtung, Entwicklung neuer Wohnungsformen und Verbesserung der Gemeinschaft in der Wohnhausanlage. Das Ziel dieser Arbeit ist, an einem ausgewählten Standort entwerferische Lösungsansätze für diese Herausforderungen zu erarbeiten. Es soll eine nachhaltige Transformation des Bestands entwickelt werden. Dies kann durch Nachverdichtung, neue Erschließungssysteme, neue Wohnformen, Umnutzung bestehender Strukturen und Aktivierung von bestimmten Räumen erreicht werden. Zu Beginn wird eine theoretische Grundlage zu den Gemeindebauten der Nachkriegszeit und dem Begriff Retrofit und den damit verbundenen Themen erarbeitet. Darauf aufbauend folgt eine umfassende Analyse des Standorts und der Wohnhausanlage. Aus diesen Erkenntnissen folgen konzeptionelle Retrofit-Strategien und die entwerferische Ausarbeitung dieser. Das Ergebnis dieser Arbeit ist eine entwerferische Auseinandersetzung des Themas basierend auf bestimmten Retrofit-Strategien, die die Transformation des Standorts Wienerbergstraße 14 als zentrales Thema hat. Ein wichtiger Punkt ist eine neue barrierefreie Erschließung. Durch neue Gemeinschaftsflächen und multifunktionale Räume findet eine Aktivierung der Erdgeschosszone und des Freiraums statt. Zusätzlich werden Bestandswohnungen transformiert sowie neue Wohnformen und damit mehr Wohnraum geschaffen. All diese Maßnahmen finden unter einer sensiblen Nachverdichtung statt.

A quarter of Vienna‘s inhabitants live in municipal housing, in German better known as “Gemeindebauten”. These housing complexes have shaped the Viennese city for over a century. Particularly in the post-war period, numerous apartments were built by the municipality of Vienna due to a housing shortage. These municipal housing complexes face certain challenges today and will continue to do so in the coming decades. On the one hand, most of these complexes require energy-efficient renovations. On the other hand, more complex problems arise, such as adapting apartment layouts and accessibility to current requirements and strengthening of the social structure within these housing complexes. This necessitates retrofit strategies for managing these housing complexes and their urban open spaces. A special type of these municipal housing complexes is the „Alte-Leute-Stiege“. Originally designed for elderly people, many of these staircases are now vacant and no longer meet the needs of current residents. This building typology offers particular potential for densification, the development of new living models, and improving community life within the housing complex. The aim of this thesis is to develop design-oriented solutions to these challenges at a specific existing housing structure. The goal is to develop a sustainable transformation of the existing building. This can be achieved through densification, new circulation systems, new forms of living, repurposing existing structures and activating specific spaces. The project begins by establishing a theoretical foundation for post-war municipal housing, the concept of retrofit and related issues. This is followed by a comprehensive analysis of the site and the housing complex. Based on these findings, conceptual retrofit strategies are developed and incorporated into the design. The result of this work is a design-based examination of the topic, focusing on specific retrofit strategies on the transformation of the municipal housing Wienerbergstraße 14. A key element is the creation of new, barrier-free access. New communal areas and multifunctional spaces revitalize the ground floor and the surrounding open space. In addition, existing apartments will be transformed, and new housing types will be created, thus generating more living space. All these measures will be implemented within a framework of sensitive densification.
