Adaption von Superblock-ähnlichen Projekten – Eine Analyse der Kiezblocks Berlin am Beispiel des Komponistenviertels in Pankow

Abstract

Die vorliegende Diplomarbeit untersucht die Anpassung von Superblock-ähnlichen Projekten bei ihrer Übertragung in einen anderen städtischen Kontext. Ausgangspunkt ist das in Barcelona entwickelte Superblock-Prinzip, das auf die Reduktion des motorisierten Durchgangsverkehrs und die Aufwertung des öffentlichen Raums abzielt. Im Mittelpunkt der Untersuchung steht das Berliner Fallbeispiel des Kiezblocks im Komponistenviertel im Bezirk Pankow. Ziel der Arbeit ist es, zu analysieren, wie zentrale Prinzipien des Superblock-Modells unter spezifischen institutionellen, politischen, administrativen, räumlichen und sozialen Rahmenbedingungen umgesetzt und weiterentwickelt werden.Methodisch basiert die Arbeit auf einer qualitativen Fallstudie. Neben der Analyse von Planungsdokumenten und politischen Beschlüssen wurden sechs leitfadengestützte ExpertInneninterviews durchgeführt und mittels inhaltlich strukturierender Inhaltsanalyse ausgewertet. Ein selbst entwickeltes Analyseraster diente zur systematischen Erfassung der Einflussfaktoren auf Stadt-, Bezirks- und Projektebene.Die Ergebnisse zeigen, dass die Umsetzung des Kiezblocks nicht als direkte Übernahme des ursprünglichen Modells verstanden werden kann, sondern als kontextabhängiger Anpassungsprozess. Die Ausgestaltung ist maßgeblich durch die Mehr-Ebenen-Verwaltungsstruktur Berlins, politische Entscheidungsprozesse, begrenzte Ressourcen, bestehende Infrastrukturen sowie gesellschaftliche Aushandlungsprozesse geprägt. Daraus ergibt sich eine schrittweise, dialogorientierte und in bestehende Strukturen integrierte Umsetzung.Die Arbeit verdeutlicht, dass die Übertragbarkeit von Superblock-ähnlichen Konzepten weniger von ihrer formalen Struktur als von ihrer Anpassungsfähigkeit abhängt. Nachhaltige Transformation im urbanen Raum erfordert die Berücksichtigung lokaler Rahmenbedingungen und eine flexible Weiterentwicklung planerischer Leitbilder.

This master’s thesis examines the adaptation of superblock-like projects when transferred to a different urban context. The starting point is the superblock concept developed in Barcelona, which aims to reduce motorized through-traffic and enhance the quality of public space. The empirical focus of the study is the Berlin case of the Kiezblock in the Komponistenviertel in the district of Pankow. The objective of the thesis is to analyze how the core principles of the superblock model are implemented and further developed under specific institutional, political, administrative, spatial, and social conditions.Methodologically, the study is based on a qualitative case study approach. In addition to the analysis of planning documents and political resolutions, six semi-structured expert interviews were conducted and evaluated using a qualitative content analysis. A self-developed analytical framework served to systematically identify and assess the influencing factors on the city, district, and project levels.The findings demonstrate that the implementation of the Kiezblock cannot be understood as a direct transfer of the original model, but rather as a context-dependent adaptation process. Its specific form is shaped by Berlin’s multi-level governance structure, political decision-making processes, limited administrative resources, existing infrastructures, and social negotiation dynamics. As a result, the project was implemented in a gradual, dialog-oriented manner and integrated into existing urban structures.The thesis highlights that the transferability of superblock-like concepts depends less on their formal design than on their capacity for contextual adaptation. Sustainable urban transformation therefore requires the consideration of local conditions and a flexible interpretation of planning principles.
