Masse & Prozess : vom Bestand zum Abbruchobjekt

Abstract

Die gebaute Umwelt Wiens verändert sich kontinuierlich. Im Straßenraum wird sichtbar, wie funktionale Gebäude verschwinden, obwohl sie teils rechtlichen oder politischen Schutz aufgrund ihres kulturellen Werts genießen. Weitgehend unsichtbar bleiben hingegen die Prozesse und Entscheidungen, die den Übergang vom Gebäude zum Abbruchobjekt ermöglichen, sowie der weitere Weg der dabei entstehenden Bauabfälle.Im Zentrum dieser Arbeit steht das Wohngebäude in der Linzer Straße 83 in Wien, ein bis vor wenigen Jahren bewohntes Gründerzeithaus außerhalb einer Schutzzone, das ohne merklichen baulichen Verfall aufgrund wirtschaftlicher Abbruchreife abgerissen wurde. Das Fallbeispiel mit einem ehemaligen Kino im Innenhof veranschaulicht dabei, wie ein Gebäude seinen Status als Bestand verliert und zum Abbruchobjekt wird. Ausgehend davon untersucht die Arbeit, unter welchen Bedingungen ein Gebäude als entbehrlich gilt und wie dieser Status durch rechtliche, planerische und ökonomische Prozesse hergestellt wird.Methodisch wird eine Analyse rechtlicher und planerischer Instrumente mit einer schrittweisen Untersuchung des Abrissprozesses verbunden. Grundlage bilden Beobachtungen auf Baustellen und in einer Recyclinganlage sowie Interviews mit beteiligten Akteur:innen.Am Beispiel der Linzer Straße 83 wird deutlich, dass Abriss nicht zwingend aus baulicher Notwendigkeit erfolgt, sondern das Ergebnis eines Systems ist, in dem wirtschaftliche Interessen, planerische Rahmenbedingungen und unzureichende Schutzinstrumente zusammenwirken.Bestehende Gebäude werden dabei schrittweise entwertet, während Zielsetzungen wie Nachverdichtung und Wohnraumschaffung den Ersatz durch Neubau begünstigen. Gleichzeitig erschweren organisatorische Bedingungen die Wiederverwendung von Bauteilen. Die anfallenden Baurestmassen werden daher überwiegend in linearen Verwertungswegen verarbeitet, häufig begleitet von Downcycling.Der Fall zeigt damit exemplarisch, wie ein funktional nutzbares Gebäude nicht aufgrund seiner Substanz, sondern innerhalb bestehender Entscheidungslogiken aus dem Bestand entfernt wird und anschließend als Abfall klassifiziert wird.Die Arbeit macht damit kurzfristig orientierte Prozesse und Materialflüsse sichtbar, die im alltäglichen Stadtbild und im fragmentierten Bauprozess weitgehend verborgen bleiben, und legt offen, unter welchen strukturellen Bedingungen der Verlust bestehender Bausubstanz systematisch produziert wird.Aufgezeigt werden Ansatzpunkte für einen veränderten Umgang mit dem Gebäudebestand sowie die Komplexität und unterschiedlichen Interessen, die diesen Umgang prägen.

The built environment of Vienna is continuously changing. In the streetscape, it becomes visible how functional buildings disappear, even though they partly enjoy legal or political protection due to their cultural value. Largely invisible, however, are the processes and decisions that enable the transition from a building to an object of demolition, as well as the subsequent pathways of the resulting construction waste.At the center of this study is the residential building at Linzer Straße 83 in Vienna, a Gründerzeit building that was inhabited until a few years ago, located outside a protection zone and demolished without noticeable structural deterioration due to economic demolition viability. The case study, including a former cinema in the courtyard, illustrates how a building loses its status as part of the existing stock and becomes an object of demolition. Based on this, the study examines under which conditions a building is considered dispensable and how this status is produced through legal, planning, and economic processes.Methodologically, the study combines an analysis of legal and planning instruments with a step-by-step examination of the demolition process. The research is based on observations at construction sites and in a recycling facility, as well as interviews with involved actors.Using the example of Linzer Straße 83, it becomes evident that demolition does not necessarily result from structural necessity, but rather from a system in which economic interests, planning frameworks, and insufficiently effective protection instruments interact. Existing buildings are thereby gradually devalued, while objectives such as densification and housing provision promote their replacement by new construction. At the same time, organizational conditions hinder the reuse of building components. The resulting construction waste is therefore predominantly processed in linear recovery pathways, often accompanied by downcycling.The case thus exemplifies how a functionally usable building is removed from the existing stock not because of its material condition, but within prevailing decision-making logics and subsequently classified as waste. The study makes visible short-term oriented processes and material flows that largely remain hidden in the everyday urban landscape and within fragmented construction processes, and reveals the structural conditions under which the loss of existing building stock is systematically produced.It identifies starting points for a different approach to existing buildings, as well as the complexity and the range of interests that shape this approach.
