Lebensqualität – Leerformel oder Leitbegriff? : eine Analyse der Erhebungs- und Bewertungsmethoden von Lebensqualität und ihrer Verwendung in der Wiener Stadtplanung

Abstract

Die vorliegende Masterarbeit untersucht den Begriff der Lebensqualität im Kontext der Stadtplanung am Beispiel Wien. Ausgangspunkt ist die Beobachtung, dass Lebensqualität in Planung, Politik und Stadtentwicklung häufig als zentrales Ziel formuliert wird, zugleich aber weder eindeutig definiert noch unmittelbar messbar ist. Die Arbeit geht daher der Frage nach, welches Verständnis von Lebensqualität den jeweiligen Zugängen zugrunde liegt, welche Akteur:innen und Institutionen Lebensqualität mit welchen Methoden erheben und bewerten, wie die Ergebnisse aufbereitet und kommuniziert werden, wie sie in der Wiener Stadtplanung und Verwaltung aufgegriffen werden und welche methodischen Herausforderungen sowie Kritikpunkte mit der Erhebung von Lebensqualität auf Stadtebene verbunden sind. Methodisch basiert die Arbeit auf einer Kombination aus Literaturrecherche, vergleichender Dokumentenanalyse und qualitativen Expert:inneninterviews. Zunächst werden die Begriffsgeschichte und zentrale theoretische Zugänge zu Lebensqualität, Ansätze der vergleichenden Stadtforschung sowie methodische Grundlagen zu Indikatoren, Befragungen und Formen der Ergebnisdarstellung aufgearbeitet. Darauf aufbauend werden unterschiedliche Erhebungs- und Bewertungsverfahren untersucht, in denen Wien erfasst oder bewertet wird.Berücksichtigt werden dabei internationale Rankings und Ratings, europäische Monitoring- und Befragungsinstrumente sowie die Wiener Lebensqualitätsstudie.Die Ergebnisse zeigen, dass Lebensqualität als offenes, normativ geprägtes, mehrdimensionales und raumbezogenes Konzept zu verstehen ist, das überwiegend im Verhältnis von äußeren Lebensbedingungen und subjektivem Erleben gefasst wird. Zugleich wird deutlich, dass sich die untersuchten Erhebungen hinsichtlich ihrer institutionellen Trägerschaft, ihrer Zielsetzungen, ihrer methodischen Logiken und ihrer Formen der Ergebnisdarstellung deutlich unterscheiden. Während manche Instrumente vor allem dem Vergleich, der Positionierung und der öffentlichkeitswirksamen Verdichtung dienen, zielen andere stärker auf langfristige Beobachtung, Wissensproduktion oderdie Unterstützung administrativer Entscheidungen. Für Wien zeigt sich insbesondere, dass die Wiener Lebensqualitätsstudie innerhalb der Stadtverwaltung als relevante Wissensgrundlage herangezogen wird. Ihre Nutzung erfolgt allerdings überwiegend informell und projektbezogen,als verbindlich in Planungsprozesse eingebundenes Instrument fungiert sie nicht.Insgesamt wird deutlich, dass Lebensqualität auf Stadtebene zwar empirisch erfasst werden kann, ihre Messung jedoch notwendigerweise selektiv und kontextabhängig bleibt. Lebensqualität ist daher weder als eindeutig objektivierbare Messgröße noch als bloße Leerformel zu verstehen,sondern als kontextabhängiger Leitbegriff, dessen Gehalt durch methodische Entscheidungen,institutionelle Zielsetzungen und planerische Verwendungszusammenhänge geprägt wird.

This master’s thesis examines the concept of quality of life in the context of urban planning, using Vienna as a case study. It is based on the observation that quality of life is frequently framed as acentral objective in planning, politics, and urban development, while at the same time being neither clearly defined nor directly measurable. Against this background, the thesis investigates which understandings of quality of life underlie the respective approaches, which actors and institutionsassess and evaluate quality of life and by which methods, how the results are presented and communicated, how they are used in Vienna’s urban planning and administration, and which methodological challenges and points of criticism are associated with measuring quality of life at the urban scale.Methodologically, the thesis is based on a combination of literature review, comparative documentanalysis, and qualitative expert interviews. It first examines the conceptual history of quality of life and key theoretical approaches to the concept, as well as approaches from comparative urban research and methodological foundations relating to indicators, surveys, and forms of presenting results. Building on this, the thesis analyses different survey and evaluation procedures in which Vienna is assessed or included. These include international rankings and ratings, Europeanmonitoring and survey instruments, and the Vienna Quality of Life Study.The findings show that quality of life must be understood as an open, normatively shaped,multidimensional, and spatially embedded concept that is mainly framed through the relationship between external living conditions and subjective experience. At the same time, it becomes clear that the instruments examined differ significantly in terms of their institutional context,their objectives, their methodological logics, and their forms of presenting results. While some instruments primarily serve comparison, positioning, and the highly condensed public presentation of results, others are more strongly oriented towards long-term observation, knowledge production,or the support of administrative decision-making. In the case of Vienna, the findings show inparticular that the Vienna Quality of Life Study is used within the city administration as a relevant source of knowledge. However, it is used predominantly in an informal and project-based mannerand does not function as an instrument formally embedded in planning processes.Overall, the thesis shows that quality of life can be measured empirically at the urban scale,but that such measurement necessarily remains selective and context-dependent. Quality of life should therefore be understood neither as a clearly objectifiable metric nor as a mere empty rhetorical formula, but rather as a context-dependent guiding concept whose meaning is shapedby methodological decisions, institutional objectives, and planning-related contexts of use.
