Damit Ideen Gestalt annehmen - Handlungsempfehlungen für Jugendbeteiligung in ländlichen Innovationsunterstützungsnetzwerken

Abstract

Die vorliegende Diplomarbeit untersucht, wie Jugendbeteiligung in ländlichen Innovationsunterstützungsnetzwerken (LINs) gestaltet werden kann, um junge Menschen in die Entwicklung ihrer Region einzubinden. Ausgangspunkt der Arbeit ist die Beobachtung, dass ländliche Räume vor vielfältigen Herausforderungen wie demografischem Wandel, Abwanderung und Veränderungen sozialer und infrastruktureller Strukturen stehen. Vor diesem Hintergrund gewinnt die Frage an Bedeutung, wie Jugendliche stärker in regionale Innovations- und Entwicklungsprozesse einbezogen werden können. Die Arbeit verortet das Thema im Kontext der Fördermaßnahme 77-03 „Ländliche Innovationssysteme im Rahmen der Europäischen Innovationspartnerschaft“ des österreichischen GAP-Strategieplans 2023-2027. Ein zentrales Element dieser Maßnahme sind Ländliche Innovationsunterstützungsnetzwerke (LINs), die regionale Akteur:innen vernetzen, Innovationsprozesse begleiten und die Entwicklung neuer Projekte fördern. Methodisch stützt sich die Arbeit auf eine theoretische Auseinandersetzung mit Innovation, Beteiligung, Jugendbeteiligung und dem ländlichen Raum, auf leitfadengestützte Interviews zu ausgewählten Innovationsprojekten sowie auf die Konzeption, Durchführung und Reflexion eines eigenen Workshops in der Kleinregion Zukunftsraum Thayaland. Auf Basis der Interviews und des Workshops konnten konkrete Handlungsempfehlungen für die Gestaltung von Jugendbeteiligung in ländlichen Innovationsunterstützungsnetzwerken abgeleitet werden.

This thesis examines how youth participation can be structured within rural innovation support networks (LINs) in order to involve young people in the development of their region. The starting point for this work is the observation that rural areas face a variety of challenges, such as demographic change, depopulation and shifts in social and infrastructural structures. Against this backdrop, the question of how young people can be more closely involved in regional innovation and development processes takes on greater significance. The thesis situates the topic within the context of funding measure 77-03 Rural Innovation Systems within the Framework of the European Innovation Partnership of the Austrian CAP Strategic Plan 2023-2027. A central element of this measure is Rural Innovation Support Networks (LINs), which connect regional stakeholders, support innovation processes and promote the development of new projects. Methodologically, the study is based on a theoretical examination of innovation, participation, youth participation and rural areas, on guided interviews regarding selected innovation projects, and on the design, delivery and evaluation of a dedicated workshop held in the „Zukunftsraum Thayaland“ region. Based on the interviews and the workshop, specific recommendations for action regarding the design of youth participation in rural innovation support networks were derived.
