Enns findet die Mitte - Ein integrierter Entwicklungsansatz zur nachhaltigen Stärkung der historischen Innenstadt eines urbanen Kleinzentrums im oberösterreichischen Zentralraum

Abstract

Die vorliegende Diplomarbeit untersucht am Beispiel der Gemeinde Enns in Oberösterreich, wie die historische Innenstadt unter den Bedingungen aktueller räumlicher, gesellschaftlicher und ökologischer Herausforderungen nachhaltig gestärkt werden kann. Ausgangspunkt der Arbeit ist die Beobachtung, dass viele Orts- und Stadtkerne in Österreich durch Leerstand, Funktionsverluste, eine starke Autoorientierung sowie die Verlagerung von Handel und Dienstleistungen an den Siedlungsrand zunehmend an Bedeutung verlieren. Diese Entwicklung betrifft auch die Gemeinde Enns, deren historisches Zentrum trotz hoher baukultureller Qualität und günstiger Lage im oberösterreichischen Zentralraum unter eingeschränkter Aufenthaltsqualität, Nutzungsverlusten und fehlender Aktivierung des Bestands leidet. Ziel der Arbeit ist es, einen integrierten und umsetzungsorientierten Ansatz für die Revitalisierung der Ennser Innenstadt zu entwickeln und daraus zugleich Erkenntnisse für vergleichbare Gemeinden abzuleiten. Methodisch basiert die Arbeit auf einer Kombination aus Literatur- und Dokumentenrecherche, Ortsbegehung, statistischer Auswertung, qualitativen Gesprächen, SWOT-Analyse sowie Szenarienentwicklung. Aufbauend auf der Bestandsanalyse und der Untersuchung des rechtlichen Rahmens der Raumplanung in Österreich und Oberösterreich werden Zukunftsbilder für die Entwicklung der Innenstadt bis 2050 entworfen und anhand definierter Indikatoren verglichen. Ein zentrales Ergebnis der Arbeit ist, dass die Stärkung der Innenstadt nicht allein durch bauliche Einzelmaßnahmen erreicht werden kann, sondern einen integrierten Ansatz erfordert, der räumliche, funktionale, soziale und mobilitätsbezogene Fragestellungen miteinander verknüpft. Mit der Konzeption „Enns findet die Mitte“ wird daher ein Handlungsansatz entwickelt, der Handlungsrahmen, Leitlinien und Maßnahmenpakete miteinander verbindet. Ein besonderer Schwerpunkt liegt auf vorbereitenden und begleitenden Maßnahmen, die bereits vor größeren baulichen Veränderungen ansetzen, etwa in den Bereichen Beteiligung, Bewusstseinsbildung, Leerstandsaktivierung und Mobilität. Darin liegt zugleich ein innovativer Beitrag der Arbeit: Stadtentwicklung wird nicht erst als Umsetzung baulicher Projekte verstanden, sondern als schrittweiser, kooperativer und lernender Prozess, der Akzeptanz, Identifikation und organisatorische Voraussetzungen frühzeitig mitdenkt. Die Arbeit zeigt damit nicht nur Entwicklungsperspektiven für Enns auf, sondern formuliert auch einen übertragbaren Ansatz für andere urbane Kleinzentren.

The present diploma thesis examines, using the municipality of Enns in Upper Austria as a case study, how its historic town centre can be strengthened in a sustainable manner under current spatial, social, and ecological challenges. The starting point of the study is the observation that many town and city centres in Austria are increasingly losing significance due to vacancy, functional decline, a strong orientation toward private car use, and the relocation of retail and services to peripheral settlement areas. This development also affects Enns, whose historic centre, despite its high-quality built heritage and advantageous location within the Upper Austrian central region, is characterised by limited quality of stay, loss of functions, and insufficient activation of the existing building stock.The aim of the thesis is to develop an integrated and implementation-oriented approach for the revitalisation of Enns’s town centre and, at the same time, to derive findings that are transferable to comparable municipalities. Methodologically, the study combines literature and document analysis, site observation, statistical analysis, qualitative interviews, SWOT analysis, and scenario development. Building on the baseline analysis and the examination of the legal and institutional framework of spatial planning in Austria and Upper Austria, future scenarios for the development of the town centre up to 2050 are elaborated and compared on the basis of defined indicators.A key finding of the thesis is that strengthening the town centre cannot be achieved through isolated physical interventions alone, but requires an integrated approach that links spatial, functional, social, and mobility-related dimensions. With the concept “Enns findet die Mitte” (“Enns Finds Its Centre”), the thesis therefore develops a strategic approach that combines a strategic framework, guiding principles, and action packages. Particular emphasis is placed on preparatory and accompanying measures that can be initiated prior to major physical transformations, especially in the fields of participation, awareness-raising, vacancy activation, and mobility. This constitutes an innovative contribution of the thesis: urban development is not understood merely as the implementation of physical projects, but as a gradual, cooperative, and iterative process that takes account of acceptance, identification, and organisational preconditions at an early stage. The thesis thus not only outlines development perspectives for Enns, but also formulates a transferable approach for other small urban centres.
