Benchmarking im Objekt- und Facilitymanagement öffentlicher Gebäude - Analyse praxisrelevanter Kennzahlen und Entwicklung eines Vorschlagmodells für ein Kennzahlensystem

Abstract

Die vorliegende Masterarbeit untersucht die Anwendung von Kennzahlen und Benchmarking im Objekt- und Facility Management öffentlicher Gebäude und entwickelt ein praxisnahes Kennzahlensystem zur Unterstützung strategischer und operativer Steuerungsprozesse. Öffentliche Immobilienportfolios stehen zunehmend unter Druck, wirtschaftlich, transparent und nachhaltig bewirtschaftet zu werden, während gleichzeitig häufig standardisierte Instrumente zur Leistungsbewertung und Entscheidungsunterstützung fehlen. Ziel der Arbeit ist es daher, geeignete Kennzahlen für das Facility Management öffentlicher Gebäude zu identifizieren und auf dieser Grundlage ein strukturiertes Vorschlagsmodell für ein anwendbares Kennzahlensystem zu entwickeln. Die Untersuchung basiert auf einer systematischen Literatur- und Dokumentenanalyse einschlägiger wissenschaftlicher Publikationen, Normen und Richtlinien sowie der Analyse bestehender Benchmarking- und Kennzahlensysteme aus der Praxis des öffentlichen Immobilienmanagements. Ergänzend werden Fallstudien aus Kommunen, Landesimmobiliengesellschaften und Bildungseinrichtungen analysiert, um Erfolgsfaktoren und Herausforderungen der praktischen Umsetzung abzuleiten. Auf Basis dieser Erkenntnisse wird ein dreistufiges Kennzahlensystem in Form einer Kennzahlenpyramide entwickelt, das strategische, taktische und operative Steuerungsebenen integriert und zentrale Kennzahlen aus den Bereichen Kosten, Leistung, Qualität und Nachhaltigkeit umfasst. Darüber hinaus wird ein Implementierungsmodell vorgestellt, das organisatorische, technische und prozessuale Voraussetzungen für die Einführung eines solchen Systems berücksichtigt und insbesondere die Rolle von CAFM- und ERP-Systemen hervorhebt. Die Ergebnisse zeigen, dass ein systematisch aufgebautes Kennzahlensystem wesentlich zur Transparenz, Effizienz und Entscheidungsqualität im öffentlichen Facility Management beitragen kann, sofern standardisierte Datenstrukturen, klare Verantwortlichkeiten und geeignete IT-Systeme vorhanden sind. Die Arbeit leistet damit einen Beitrag zur Professionalisierung des Immobilienmanagements der öffentlichen Hand und zeigt Perspektiven für die Weiterentwicklung im Kontext von Digitalisierung, Benchmarking und ESG-orientierter Steuerung auf.

This master’s thesis examines the application of performance indicators and benchmarking in the object and facility management of public buildings and develops a practice-oriented indicator system to support strategic and operational management processes. Public real estate portfolios are increasingly required to be managed in an economically efficient, transparent, and sustainable manner, while standardized instruments for performance evaluation and decision-making are often lacking in practice. The objective of this study is therefore to identify relevant performance indicators for facility management in public buildings and, based on these findings, to develop a structured proposal for a practical indicator system. The research is based on a systematic analysis of relevant academic literature, professional publications, standards, and guidelines, complemented by the examination of existing benchmarking and indicator systems used in public real estate management. In addition, case studies from municipalities, state real estate organizations, and higher education institutions are analyzed to identify success factors and challenges in practical implementation. Based on these findings, a three-level indicator system structured as an indicator pyramid is developed, integrating strategic, tactical, and operational management levels and including key indicators related to costs, performance, quality, and sustainability. Furthermore, an implementation model is presented that addresses organizational, technical, and procedural requirements for introducing such a system, with particular emphasis on the role of CAFM and ERP systems. The results indicate that a systematically structured indicator system can significantly enhance transparency, efficiency, and decision-making quality in public facility management, provided that standardized data structures, clear responsibilities, and appropriate IT systems are in place. The thesis therefore contributes to the further professionalization of public real estate management and outlines perspectives for future development in the context of digitalization, benchmarking, and ESG-oriented management.
