Unfinished polykatoikia : activating an unused urban resource

Abstract

This study examines the potential of unfinished building shells in Athens as an architectural and social resource for addressing the current housing crisis and climate challenges in Greece. For decades, the polykatoikia, as the characteristic multi-story apartment building, formed the basis for Athens’ urban development. Through the system of antiparochi, this building typology institutionalized private home ownership as a central social safety net for the Greek society. Economic instability, increasing gentrification driven by tourism, and the absence of state-sponsored housing programs have exposed certain weaknesses in the housing sector in Athens. In the middle of a city that is today characterized by extreme density and the emergence of urban heat islands, numerous of unfinished concrete skeletons stand as visible signs of economic stagnation in the urban landscape. This study analyzes these skeletons not as symbols of failure, but as open shelves and flexible infrastructures for a new form of cooperative housing. Since a non profit housing sector has historically been virtually nonexistent in Greece, international examples are drawn upon and examined for their strategic transferability to the Greek context. The transformation of the “open shelf” is consistently addressed within an interplay of four frameworks. These include the economic strategy for creating affordable housing, the social fabric for encouraging community, the typological development of local building forms, and the climatic measures for thermal regulation. This approach aims in particular to create a new network for people who are currently excluded from the housing market. The methodological approach combines a typological analysis of classic polykatoikia elements, particularly balconies as climatic and social filters, with a new socio economic transformation model. The goal is an architecture of community rather than speculation. The project concludes with a design and a set of derived guidelines. These guidelines highlight the key priorities for interventions in unfinished building shells. While each site requires site specific formal responses, the guidelines ensure that every transformation operates consistently within the interplay of the four frameworks. The design should therefore not be understood as a self contained, isolated solution, but rather as a representative application of a system that reclaims the shell as social and climatic infrastructure for the city.
