Abstract

Die industrielle Fertigung führte im späten 19. und frühen 20. Jahrhundert dazu, dass sich europäische Städte zu wirtschaftlichen Zentren mit hohem Beschäftigungspotenzial entwickelten. Dieses Wachstum hatte zur Folge, dass Produktionsprozesse zunehmend an die Stadtränder verlagert wurden, und führte zu einer funktionalen Trennung im urbanen Raum. Die Stadt Steyr in Oberösterreich etablierte sich historisch als bedeutendes Zentrum der Kfz-Produktion. Die Anfänge der Fahrzeugindustrie in Steyr gehen auf die ehemaligen Steyrer Werke zurück, auf deren Gelände im Laufe der Jahrzehnte bedeutende Unternehmen wie die Steyr-Daimler-Puch AG, später die MAN Truck & Bus GmbH, und heute Steyr Automotive angesiedelt haben. Mit weiteren Unternehmen in der Stadt wie dem BMW Werk ist Steyr bis heute ein zentraler Standort der österreichischen Fahrzeugindustrie. Mit einem Beschäftigungsanteil von rund 25% spielt dieser Sektor eine wesentliche Rolle für die lokale Wirtschaft. Die weltweite Transformation der Automobilindustrie, geprägt durch die Abkehr vom Verbrennungsmotor und die verstärkte Elektrifizierung, stellt den Industriestandort Steyr vor tiefgreifende Herausforderungen. Die EU-weite Vorgabe, ab 2035 keine Neuzulassungen von Verbrennerfahrzeugen mehr zu ermöglichen, bedroht bestehende Produktionsstrukturen sowie den Arbeitsmarkt in Steyr. Rückläufige Produktionszahlen und potenzielle Werkschließungen können erhebliche soziale, ökonomische und räumliche Konsequenzen nach sich ziehen. Parallel dazu führt der steigende Kostendruck im Bereich der Arbeitskräfte zu einer zunehmenden Automatisierung industrieller Prozesse. Diese Entwicklungen stellen die Frage nach der zukünftigen Rolle des Produktionsstandorts Steyr innerhalb der regionalen Wirtschaft auf. Ziel der vorliegenden Arbeit ist es, eine Zukunftsstrategie für das Areal der ehemaligen Steyrer Werke für das Jahr 2040 zu entwickeln. Dabei wird untersucht, welche ergänzenden Nutzungen und Funktionen auf dem Gelände sinnvoll wären, um neue industrielle Standbeine zu generieren, um so die wirtschaftliche Resilienz des Standorts weiterhin zu stärken. Aufbauend auf Konzepten wie der produktiven Stadt und der urbanen Produktion wird zudem erarbeitet, wie eine räumliche und funktionale Öffnung des Standorts gelingen kann, um eine stärkere Vernetzung von Produktion, Stadt und Gesellschaft zu ermöglichen. Zunächst konzentriert sich die Analyse auf die historische und wirtschaftliche Entwicklung Oberösterreichs als Wirtschaftsstandort. Darauf aufbauend wird die Rolle der Automobilindustrie sowohl im regionalen als auch im europäischen Kontext untersucht. Im Anschluss wird der Industriestandort Steyr mit Fokus auf das Areal der ehemaligen Steyrer Werke analysiert, um bestehende Herausforderungen und Entwicklungspotenziale herauszuarbeiten. Abschließend werden auf Basis technologischer, wirtschaftlicher und gesellschaftlicher Zukunftstrends strategische Perspektiven für neue industrielle Schwerpunkte und eine nachhaltige Weiterentwicklung des Standorts formuliert. Der Entwurf soll schließlich aufzeigen, wie das Industrieareal im Jahr 2040 sowohl funktional erweitert als auch städtebaulich transformiert werden kann, um neue wirtschaftliche Perspektiven zu eröffnen, die Integration des Standorts in das städtische Gefüge zu stärken und gleichzeitig die industrielle Produktion als zentrales Element des Standorts zu erhalten und weiterzuentwickeln.

Industrial manufacturing led to the development of European cities as economic hubs with high employment potential in the late 19th and early 20th centuries. This growth resulted in the relocation of production processes to the outskirts of cities, leading to a functional separation in urban spaces. The city of Steyr in Upper Austria has historically established itself as a major center of automotive production. The origins of the vehicle industry in Steyr date back to the former Steyrer Werke, on whose site major companies such as Steyr-Daimler-Puch AG, later MAN Truck & Bus GmbH, and currently Steyr Automotive have been located over the decades. With additional companies in the city, such as BMW, Steyr remains a key location of the Austrian automotive industry to this day. With around 25% of employment in the sector, this industry plays a crucial role in the local economy. The global transformation of the automotive industry, driven by the shift away from internal combustion engines and the increasing electrification of vehicles, presents profound challenges for the industrial location of Steyr. The EU-wide directive to ban the registration of new combustion engine vehicles by 2035 threatens existing production structure and the labor market in Steyr. Declining production numbers and potential plant closures could have significant social, economic, and spatial consequences. In parallel, rising labor costs are leading to increased automation of industrial processes. These developments raise the question of the future role of Steyr’s production site within the regional economy.The aim of this study is to develop a future strategy for the site of the former Steyrer Werke by 2040. The research will examine which complementary uses and functions would be appropriate for the site to generate new industrial sectors, thereby strengthening the economic resilience of the location. Building on concepts such as the productive city and urban production, the study will explore how the spatial and functional integration of the site can be achieved to foster stronger connections between production, the city, and society. The analysis will first focus on the historical and economic development of Upper Austria as a business location. The role of the automotive industry will then be examined in both the regional and European contexts, with particular attention to its economic, social, and environmental impacts. Next, the industrial site of Steyr, with a focus on the former Steyrer Werke area, will be analyzed to identify existing challenges and development potential. Finally, based on technological, economic, and social future trends, strategic perspectives will be developed for new industrial focalpoints and sustainable further development of the location. The design project will ultimately show how the industrial site can be functionally expanded and urbanistically transformed by 2040 to open up new economic perspectives, strengthen the integration of the site into the urban fabric, and at the same time preserve and further develop industrial production as a central element of the site.
