Applied offshore wind economics

Abstract

Offshore Windenergie wird eine maßgebliche Rolle in der laufenden Energiewende zugedacht, die darauf abzielt, den Energiemix hin zu einer Dominanz der Erneuerbaren Energien zu verändern. Doch der rasante Ausbau von Offshore Windenergie bringt ständig nicht nur neue technische sondern auch ökonomische Herausforderungen mit sich. Daher ist das Ziel dieser Dissertation, einen Beitrag zur Erforschung des Fachgebiets der Angewandten Offshore Wind Ökonomie in Form von wissenschaftlichen Publikationen zu leisten, indem ökonomische Problemstellungen, die während des Ausbaus in der Offshore Windbranche entstehen, untersucht werden. Die grundsätzliche Herangehensweise ist für jede Publikation dieselbe und folgt dem Prinzip, ein Modell zu entwickeln und dieses unter Verwendung von realen Daten im Rahmen einer Fallstudie anzuwenden. Insgesamt umfasst die Dissertation vier Publikationen, die Erkenntnisse aus dem Bereich des (1) Offshore Windturbinen Markts, (2) Kosteneffizienz und Lernkurve, (3) Marktwert und Auswirkung auf den Elektrizitätsmarkt und (4) die Profitabilität von Offshore Windenergie präsentieren. Durch die Konzeption der Modelle ausschließlich für den Zweck, die identifizierten Problemstellungen zu lösen, unvoreingenommen sowohl hinsichtlich der Auswahl der Methode als auch der Ergebnisse und deren Anwendung unter Verwendung von realen Daten mit höchstmöglicher Qualität, stellen sicher, dass die präsentierten Ergebnisse und Schlussfolgerungen von hohem Interesse für öffentliche und private Stakeholder der Offshore Windbranche sind. Damit tragen diese Forschungsergebnisse auch zu einem effizienten Ausbau der Offshore Windenergie zu möglichst niedrigen Kosten für die Gesellschaft und dadurch zu einer erfolgreichen Umsetzung der Energiewende bei.

Offshore wind is considered to play an important role in the ongoing energy transition that is aimed at changing the energy mix towards the domination of renewable energy sources. However, the rapid expansion of offshore wind generates permanent new challenges that are not only technical but also economic. Therefore, the overall objective of this doctoral thesis is to contribute in the form of scientific publications to the field of Applied Offshore Wind Economics, i.e., investigating issues arising in the offshore wind sector during its expansion that are within the scope of Applied Economics. In general, the methodology for every publication is the same and follows the principle that a model is developed and applied within the scope of a case study using real-world data. Four publications are presented that provide insights into (1) the offshore wind turbine market, (2) cost efficiency and learning, (3) market value and the impact on the electricity spot market and (4) the profitability of offshore wind. Designing the models specifically for the purpose of solving the issue identified that are unbiased as to the method and result as well as applying real-world data of the highest possible quality ensures that the results and conclusions are highly interesting for public and private stakeholders in the offshore wind sector. Thus, this research contributes to the efficient expansion of offshore wind at the lowest possible cost for the society and therefore to the successful realisation of this energy transition.
