Below the metro: transforming Carrera Bolívar : ein städtebauliches Konzept zur Transformation öffentlicher Räume im Umfeld der Metro in Medellín, Kolumbien

Abstract

Die Inbetriebnahme der Metro de Medellín im Jahr 1995 stellt den ersten bedeutenden Meilenstein im Prozess jener gesellschaftlichen Wende dar, die sich in den letzten drei Jahrzehnten in Medellín, Kolumbien vollzog. Die neue Transitverbindung verkürzte Fahrzeiten innerhalb der Stadt um ein Vielfaches und generierte somit einen enormen ökonomischen und sozialen Mehrwert für die gesamte Bevölkerung Medellíns. Dieser positive Einfluss auf die Entwicklung der Stadt wurde jedoch von tiefgreifenden Auswirkungen auf das urbane Gefüge begleitet. Die heute auf einem Stahlbeton-Viadukt über die Carrera Bolívar durch das historische Stadtzentrum geführte Metro Linie A transformierte das städtische Umfeld immens. Der einst repräsentative Straßenzug der Carrera Bolívar ist heute geprägt von unterbelichteten, unübersichtlichen und lärmbeeinträchtigten öffentlichen Räumen und gilt als Schauplatz sozialer und territorialer Konflikte zwischen Formalität und Informalität. Die folgende Arbeit beschäftigt sich mit der historischen Entwicklung und der heutigen Situation dieser öffentlichen Räume im Umfeld der Metro. Eine tiefgreifende städtebauliche und sozialräumliche Analyse der von den Metro-Viadukten durchkreuzten Gebiete dient als Basis für ein städtebauliches Konzept, dessen Ziel die Aufwertung öffentlicher Räume unterhalb und im Umfeld der Metro darstellt. Durch gezielte räumliche Eingriffe wird dies in vier spezifischen, zueinander im Kontext stehenden Entwurfsprojekten umgesetzt, die damit zur Schaffung einer starken und nachhaltigen Identität des Stadtzentrums beitragen.

The inauguration of the Metro de Medellín in 1995 represents the first major milestone in the process of social change that took place in Medellín, Colombia during the last three decades. The newly built public transport system drastically shortened travel times within the city and generated economic and social improvements for the entire population of Medellín. Despite this highly positive impact on the cities development, the construction of the Metro was accompanied by profound consequences on the existing urban fabric. The reinforced concrete viaduct, which leads the Metro line A via the Carrera Bolívar across the city‘s historic center radically transformed its urban surroundings. Medellíns once most representative road Carrera Bolívar today is characterized by underexposed, unclear and noise-affected public spaces and functions as hotspot for social and territorial conflicts between formality and informality. The following thesis addresses the historical development and the present situation of public spaces in the city center. An in-depth urban and socio-spatial analysis of the city-area crossed by the metro viaducts outlines the basis for an urban planning concept which is seeking for revaluation of the public spaces beneath and around the Metro viaduct. Through specific spatial interventions, the developed concept is implemented by four independently executable, but thematically related design projects, thus contributing to the newly developed, strong and sustainable identity of Medellíns city center.
