Diese Diplomarbeit beschäftigt sich mit den politischen und wesentlichen rechtlichen Grundlagen des Themas "Asyl in Österreich". In den ersten Kapiteln werden die aktuellen Zahlen und Fakten österreichweit sowie auf EU-Ebene beleuchtet. Neben der geschichtlichen Entwicklung der heimischen Asylpolitik stellen auch die vorherrschende Gesetzeslage und ihre Mechanismen eine wichtige Basis zum Verständnis der aktuellen Geschehnisse dar und bilden in weiterer Folge die Grundlage für den Projektentwurf. Politische Machtstrukturen und ihre Folgen sollen untersucht werden, wodurch ein Einblick in die Komplexität der Asyl-Debatte gegeben werden soll. Vorhandene Raumstrukturen werden auf ihren inhaltlichen Status untersucht und mit aktuellen Positionen der gegenwärtigen Architektur verglichen. Als Fundament für diese Arbeit dienen zahlreiche Experteninterviews, unter anderem mit österreichischen NGOs, internationalen Flüchtlingsorganisationen wie UNHCR sowie mit politischen Machtträgern und Bewohnern aus Traiskirchen. Darauf basierend wurde ein Projekt entwickelt, das dem Typus einer Erstaufnahmestelle, also dem Ankommen entspricht und architektonisch den Bedürfnissen von Asylwerbern gerecht werden soll. Dieses Projekt setzt sich zum Ziel, entscheidende Fragen über die Unterbringung von Flüchtlingen, deren Organisation und das komplexe Geflecht der einzelnen Benutzergruppen zu beantworten. Zudem soll es dem Streben nach Vernetzung und Integration in die Umgebung eine Realisierungsmöglichkeit geben. Neben dem Ankommen soll auch das Bleiben thematisch inszeniert werden und in Form einer klassischen Wohnbebauung realisiert werden. Das Thema Asyl wird uns in Zukunft vor weitere große Herausforderungen stellen und diese Arbeit soll hierfür einen möglichen realisierbaren Lösungsansatz aufzeigen.

This thesis investigates the topic of "Asylum in Austria" and its political and legal foundations. The first chapters will highlight effective numbers and facts from within Austria and the European Union. The historical development of Austrian politics regarding this topic as well as the current legal situation are an important factor for understanding current events. They further form the base for this project. Structures of political power and their implications will be examined, providing an insight into the complexity of the current debate. The status of existing spatial patterns will be tested in regard to its content and prevailing positions of contemporary architecture will be compared to these patterns. Numerous interviews with experts form the foundations for this thesis. These include staff members and employees of Austrian NGOs, international refugee organisations as well as policy-makers and residents of the city of Traiskirchen. Based on these a project was developed, that correlates to the idea of a first reception centre, and also aims to satisfy the needs of asylum seekers from an architectural point of view. The project tries to answer essential questions about the accommodation of refugees, the organisation of such housing units and the intricate dynamics between the different groups of its residents. It further intends to facilitate the striving for integration into the environment. Besides the notion of "Arrival" some conventional residential housings will also punctuate the idea of "Staying". The issue of asylum poses many major upcoming challenges and this thesis wants to point out a viable way to overcome them.
