Die Stadt- und Regionalplanung in China hat eine bis zu 5000 Jahre zurückgehende Tradition und war dabei mehreren fundamentalen Veränderungsprozessen unterworfen. Das Ziel dieser Diplomarbeit ist es, die gegenwärtige Praxis der Regionalplanung in China am Beispiel der Yangtze River Delta Metropolitan Region in diesen historischen Kontext zu stellen und Regionalpläne aus der jüngeren Vergangenheit zu analysieren. Dies inkludiert den "Yangtze River Delta Regional Plan", welcher von der Staatlichen Kommission für Entwicklung und Reform im Jahr 2010 veröffentlicht wurde, jedoch nicht in vollem Umfang implementiert werden konnte. Dies hat unter anderem damit zu tun, dass die Kooperation und Koordination zwischen verschiedenen administrativen Ebenen, sowohl vertikal als auch horizontal, nicht sehr stark ausgeprägt ist. Auch das Steuersystem in China trägt dazu bei, dass viele der geplanten Maßnahmen nur eingeschränkt umgesetzt werden konnten. Im Jahr 2016 veröffentlichte die Staatliche Kommission für Entwicklung und Reform einen neuen Regionalplan, den "Yangtze River Delta City Cluster Development Plan". Da sich der Plan erst in der Anfangsphase befindet, bleibt abzuwarten ob dieser einige der Probleme in der Umsetzung, die beim "Yangtze River Delta Regional Plan" offensichtlich wurden, lösen kann.

Urban and Regional Planning in China has had a long history spanning back as far as 5000 years and has undergone several fundamental transformations over the course of time. The aim of this thesis is to put present planning practice in China into this historical context and analyze recent approaches to Regional Planning in the Yangtze River Delta Metropolitan Region. This includes the "Yangtze River Delta Regional Plan", which was published by the National Development and Reform Commission (NDRC) in 2010. However, the Plan was not fully implemented due to a number of reasons, especially a lack in cooperation and coordination between different levels of government both vertically and horizontally, but also resulting from the country's tax system. In 2016, the NDRC put forward a new Regional Plan, the "Yangtze River Delta City Cluster Development Plan". As this Plan is still in its early stages, it remains to be seen, if it can resolve some of the challenges associated with the previous Yangtze River Delta Regional Plan.
