ger: Die Arbeit zeigt auf, dass und inwiefern das Thema bereits in Wissenschaft und Praxis behandelt wird. Akteure, Tools, wissenschaftliche Arbeiten und Regelwerke wurden recherchiert und kritisch hinterfragt. Daraus stammt die Erkenntnis, dass die Standards, d. h. die Normenwerke zum Thema Lebenszykluskosten LZK sowohl national als auch international derzeit nicht harmonisiert sind und daher Überarbeitungsbedarf besteht. Ziel der Arbeit ist es, eine praktikable Methode für die Planung und das Management von Lebenszykluskosten zu entwickeln. Kern der Arbeit ist eine auf Basis der Elementmethode entwickelte Modellbildung und Systematik, wie Lebenszykluskosten im Sinne eines Regelkreises über alle Projektlebensphasen abzuhandeln sind. Es geht dabei um die Analyse von Lebenszykluskosten in der Betriebsphase, so dass Benchmarks entstehen können, sowie um die Prognose von Lebenszykluskosten in den Phasen Projektentwicklung, Planung und Ausführung und das Management bzw. Controlling von Lebenszykluskosten in allen Projektphasen. Das entwickelte Modell wird als ¿LCCO Life Cycle Cost Optimisation¿ bezeichnet. Die Kostenelemente werden in vier Ebenen definiert und gegliedert, nämlich Objekt/Anlage, Grobelement, Feinelement und Position. Eine übereinstimmende Element- und Kostenstruktur soll die durchgängige Erfassung, Bearbeitung und Kontrolle der Lebenszykluskosten ermöglichen. Die Gliederungsstruktur wurde in Anlehnung an die ÖNORM B 1801 erarbeitet. In Hinblick auf die Errichtungskosten (ERRKo) nach B 1801-1 liegen bereits Beispiele für solche Kostenelemente vor. Die Folgekosten (FOLKo) nach B 1801-2 sind hier völlig neu zu entwickeln. Dabei ergibt sich, dass die ¿Kupplung¿ zwischen Errichtungskosten und Folgekosten zum zentralen Thema dieser Forschungsfrage und der Lebenszykluskostenberechnung avanciert. Für die Folgekosten gelten in der Praxis vollkommen andere Gliederungserfordernisse und Analyseanforderungen als für die Errichtungskosten. Dem wird durch die Einführung von ¿Zonen, Bauteilen, Systemen und Prozessen¿ Rechnung getragen, in denen die Folgekosten gegliedert bzw. zusammengefasst werden. Mit der Erarbeitung eines Algorithmus, der Berechnung eines Musterprojekts auf Excel-Basis und der Ausarbeitung eines Lastenheftes für die künftige Programmierung eines LCCO IT-Tools werden die theoretischen Grundlagen und die Praxistauglichkeit der gestellten Aufgabe untersucht. Die Grenzen des Modells und vor allem der praktischen Handhabung mit Excel werden aufgezeigt. In einem Vergleich zwischen Bauwirtschaft und Industrieprozessen (Fertigungsindustrie, Autoindustrie) wird angesprochen, inwieweit zu erwarten oder zu fordern ist, dass sich die Bauprozesse und das Bauprozessmanagement (und damit das Baukostenmanagement) den Prozessen der industriellen Fertigung annähern. Die Durchdringung von Bauwirtschaft und Informationstechnologie, neue Simulationstechnologien sowie die rasch voranschreitende Entwicklung von Building Information Modeling BIM gehen in diese Richtung. LCCO kann auf diesem Weg erheblich an Relevanz gewinnen.
eng: The thesis demonstrates that the topic is given attention in science and practice and outlines the way it is done. Players, tools, scientific work and guidelines have been investigated and named. This resulted in the perception that the regulations and standards dealing with Life Cycle Costing (LCC), both nationally and internationally, are lacking harmonisation and therefore need revision. The objective of the thesis is to develop a practical methodology for the planning and management of Life Cycle Costs. Its core is a model and classification system for the handling of LCC in the form of a control circuit in all project phases. This model is based on cost elements and involves analysing Life Cycle Costs in the operation phase to allow for benchmarks, as well as forecasting LCC in the phases of project development, design and construction, and managing or controlling Life Cycle Costs in all project phases. ¿LCCO Life Cycle Cost Optimisation¿ is the name given to the model developed. The cost elements are defined and structured in four levels, i.e. project/plant, gross element, fine element and item. A matching structure for elements and costs shall allow for a continuous collection, handling and controlling of LCC data. The structure follows the Austrian Standard OeNORM ON B 1801. Cost elements for the investment costs (¿ERRKo¿ acc. to ON B 1801-1) exist already. For the operation costs (¿FOLKo¿ acc. to ON B 1801-2), they had to be completely newly developed. The ¿coupling¿ between investment costs and operation costs is understood to be pivotal for this research theme and Life Cycle Cost calculation in general. Practice requires a completely different classification for analysing and structuring operation costs compared with investment costs. The answer is to structure and compile operation costs in ¿zones, units, systems and processes¿. Developing an algorithm, calculating a sample project in Excel and elaborating functional specifications for a future ¿LCCO¿ IT tool have been the method used to establish the theoretical basis and practical proof of the given task. The limits of the model and particularly the practical handling with Excel have been illustrated. A comparison of the construction industry with processes in the manufacturing or car industry addresses the extent to which it can be expected or demanded that the construction process and construction process management (and in turn construction cost management) are brought in line with the processes of today´s highly automated manufacturing industry processes. The growth of construction and IT, as well as new technologies in simulation and the fast development of Building Information Modeling (BIM) go into this direction. LCCO may gain some importance in achieving this.
