Handling informal settlements in a globalizing Metro Manila : experiences and perspectives of handling informal settlements in the context of globalization and metropolization by the example of Metro Manila in the Philippines

Abstract

Die vorliegende Arbeit beschäftigt sich mit informellen Siedlungen in der Metropolregion Manila (kurz: Metro Manila) auf den Philippinen. Als informelle Siedlungen werden hier jene Quartiere bezeichnet, die ohne offizielles Wohnrecht bewohnt werden. Metro Manila umfasst 17 zusammengewachsene Gemeinden und hat eine Einwohnerzahl von etwa 11,9 Mio. Einwohnern. Schätzungen zufolge gilt etwa ein Drittel aller Haushalte als informelle Siedler. Informelle Siedlungen können zu den am stärksten benachteiligten Gebieten im urbanen Raum der heutigen Zeit gezählt werden. Einen sichtlichen Gegensatz zu den informellen Wohnstätten stellen die aufstrebenden Viertel mit modernen Bürotürmen, Einkaufszentren, und exklusiven Wohnhäusern in Metro Manila dar. Abseits von Armut repräsentiert die Metropole den stärksten Wirtschaftsmotor für die gesamten Philippinen. Vor dem beschriebenen Hintergrund untersucht diese Arbeit Entwicklungsmöglichkeiten für die informellen Siedlungen in Metro Manila und diskutiert welche Herausforderungen einer Verbesserung der Lebenssituation aller Bewohner entgegenwirken könnten. Im Speziellen behandelt diese Arbeit zunächst Globalisierung auf Basis von world city-, global city-, und globalizing city-Literatur. Danach wird Metropolisierung in Zusammenhang mit Siedlungs- und Wohnbaudruck, sowie in Bezug auf die zeitgenössischen Herausforderungen von Standortwettbewerb und räumlicher Polarisierung diskutiert. Schließlich untersucht die Arbeit den konkreten Fall von Metro Manila anhand vorhandener Maßnahmen zur Verbesserung der Lebenssituation informeller Siedlungen, und, darauf aufbauend, werden empfohlene Handlungsmöglichkeiten abgeleitet. Die hier empfohlenen Handlungsansätze für Metro Manila behandeln im Besonderen den intensiven Siedlungsdruck der Metropole. Im Rahmen einer ausgleichsorientieren Raumplanung werden folgende Vorgehensweisen empfohlen: (1) Dezentralisierung aktiv forcieren, (2) Umsetzung nachhaltiger Pläne und Strategien intensivieren, (3) bestehende Regelungen im sozialen Wohnbau anpassen, um effektiv mehr leistbaren Wohnraum in der Metropole zu schaffen, (4) Bestehende Strukturen aktiv nutzen, (5) Synergien zwischen Wohnakteuren schaffen, (6) nutzerorientiert planen. Die Arbeit basiert vorwiegend auf Sekundärliteratur sowie auf Daten, die im Zuge eines Forschungsaufenthaltes im Juli-August 2012 erhoben wurden.<br />

This thesis covers informal settlements in Metro Manila, the national capital region of the Philippines. It aims at discussing approaches to handling such settlements within a broader context and identifies root causes for their emergence. The specific setting of Metro Manila can be depicted as follows: (1) As Metro Manila is located in a newly industrialized country, still limited resources and the pressure to conform to the globalized economy play a major role in spatial development; however, globalization may have created wealth as well as poverty. (2) Furthermore, it can be argued that Metro Manila's spatial development plays a major role for the economic growth of the whole Philippines; however, this growth may have in fact aggravated the opportunities of informal settler families in the metropolis. This thesis suggests that urban poor families face numerous barriers in obtaining adequate land if polarizing effects of globalization and metropolization are not met with appropriate governmental regulation.<br />Metro Manila already reflects severe inequalities in the living conditions of high- and middle-income households on the one side, and low-income households on the other; moreover, it can be argued that the existing segregation and excluding architecture indicate further constraints to improve this situation. To reduce the existing inequalities and foster a spatial development along the principles of an inclusive city, the thesis proposes six actions: (1) enforce decentralization, (2) enforce spatial planning-based development, (3) prioritize social inclusiveness and amend the UDHA (Urban Development and Housing Act) for more socialized housing, (4) build upon tenable improvements, (5) enable synergies between shelter players, and (6) focus on the designated beneficiaries. The work is mostly based on the reviews of literature in the field of globalization and metropolization; moreover, it covers data gathered from a research stay in Metro Manila during July-August 2012.<br />
