Abstract:
Im Rahmen einer zielgerichteten und effizienten Abfallwirtschaft ist es unerlässlich, die "richtigen" Informationen, das heißt die dem Ziel in Quantität (welche) und Qualität (wie genau) angepassten Parameter, zu bestimmen. Die vorliegende Arbeit beschäftigt sich anhand der Deponieverordnung 2008 mit diesem Thema. Die Arbeit ist in vier Teile eingeteilt.<br />Der erste Teil beschäftigt sich mit der Frage, welche Ziele die Deponieverordnung überhaupt vorgibt. Dazu wird die Deponieverordnung systematisch auf Zielvorgaben durchleuchtet.<br />Der zweite Teil beschäftigt sich mit formalen Aspekten. Mit Hilfe des Flesch-Wertes wird die Lesbarkeit der Deponieverordnung überprüft und mit jener von anderen Textsorten verglichen. Außerdem wird auf die Problematik der Verwendung von Normen als gesetzliche Vorgabe eingegangen.<br />Der dritte Teil beschäftigt sich mit inhaltlichen Aspekten. Im Rahmen von zwei Beispielen soll überprüft werden, ob die Anforderungen, die in der Deponieverordnung gestellt werden, praxistauglich sind. Im ersten Beispiel wird untersucht, ob es Sinn macht, von Natur aus für eine Deponie ungeeignete Standorte durch technische Maßnahmen tauglich zu machen. Dies wird mittels der Berechnung von adaptierten Teilsicherheitsbeiwerten durchgeführt. Im zweiten Beispiel wird der Vorgang der Probenahme und -analyse untersucht. Es wird ein mit PAK (polyzyklische aromatische Kohlenwasserstoffe) belastetes Haus betrachtet, welches abgerissen wird. Mittels Monte-Carlo-Simulation wird die Wahrscheinlichkeit ermittelt, dass die Analyse den tatsächlichen Gehalt ±30% trifft. Im Anschluss wird versucht, für dieses Beispiel einen Zusammenhang zwischen Probemenge und Trefferquote zu ermitteln.<br />Im vierten Teil werden neben der Zusammenfassung Anregungen zur Verbesserung abfallwirtschaftlicher Wissensbasen gegeben.<br />

For a goal-oriented and efficient waste management it is essential to gather the "right" information, i.e., the quantity (which parameters) and the quality (how accurate) have to be adapted to the problem examined. This thesis focuses on that question on the basis of the Austrian Deponieverordnung 2008 (Austrian landfill ordinance). The present work is divided into four parts.<br />The first part focuses on the question, which goals are set by the Austrian landfill ordinance. To achieve this, the national legislation on waste as well as the landfill ordinance are screened systematically for the goals set.<br />The second part deals with formal aspects. Using the Flesch-Reading-Ease, the readability of the landfill ordinance is analysed and compared with other types of text. It also addresses the problem of using standards as a legal requirement.<br />The third part deals with content-related aspects. By the means of two theoretical case studies it is checked whether the requirements of the landfill ordinance are practically feasible. The first case study examines whether it makes sense to make inherently unsuitable sites for landfills suitable by technical means. This is carried out by the calculation of adapted partial safety factors. In the second case study, the process of sampling and analysis is investigated. The example of the demolition and disposal of a house contaminated with PAH (polycyclic aromatic hydrocarbons) is investigated. A Monte Carlo simulation is used to determine the probability that the analysis represents the real content of PAH ±30%. Subsequently, an attempt is being made to derive a correlation between sample size and 'hit rate'.<br />In the fourth part, a summary and suggestions for improvement are given.
