Abstract:
Die Stadt- und Regionalplanung in Bulgarien konzentriert sich oft auf die Metropolen und deren Umgebung. In einer kleineren Gemeinde wie Bansko werden die gesetzlich vorgeschriebenen Steuerungsprozesse nur teilweise ausgeführt. Selten hängen die institutionellen oder die informellen Förderungen mit den Interventionen in Nachbargebieten zusammen. Im ländlichen Raum sind aber genau solche Management-Schritte wichtig, um die wünschenswerte Regionalentwicklung mit effizientem Mitteleinsatz zu bewirken. Für das bulgarische Skigebiet wurden von lokalen und regionalen Verwaltungen, häufig unter Zuhilfenahme von Planungsgemeinschaften und Architekturgruppen, einige Analysen erarbeitet, deren Erkenntnisse eher theoretisch bleiben. Der Praxisbezug fehlt. Eine moderne Regionalplanung, die die Erreichung sozioökonomischer, struktureller und kultureller Ziele zu integrieren versucht, erfolgt durch überlegte Stimulation des Tourismus im Einklang mit den lokalen Siedlungen, sowie durch eine deutliche Impulssetzung für die territoriale und kommunale Entwicklung auf nationaler und internationaler Ebene. Die vorliegende Arbeit beschäftigt sich mit der nachhaltigen Entwicklung der Stadtgemeinde und deren Auswirkungen auf die miteinbezogenen Akteure. Sowohl die privatwirtschaftlichen Projekte, als auch die öffentlichen Planungen verlangen konkrete Maßnahmen. Diese Abläufe beeinflussen das Leben der BewohnerInnen und die funktionelle Entfaltung des Stadtraumes. Soziale, kulturelle und wirtschaftliche Kriterien bilden die Prioritäten für die Politik der Gemeinde bei der Regulierung der gesetzlich erlaubten Eingriffe, vor allem in den Bereichen Arbeitsmarkt, Bildung, öffentliche Verkehrsmittel und Infrastruktur.

Urban planning and landscape projects in Bulgaria have to happen as a direct connection of their main topics on the reconstructing zone and interaction of their specific progress subjects. A sustainable development in the rural area Bansko requires a complex mix of projects and interventions. Former evaluation of the Bulgarian town Bansko, made without involving concrete development tasks or plans for changes, provides diverse areas for future developments. The social, cultural and economic context backgrounds of the mountain place allow efficient cooperation with the surrounding villages, but also give opportunities for collaborations and cluster-networks between the state and the private actors and investors. Successful development of the region will provide more profit not only for the state, but also will achieve a fix income and better life standards for the population there. The public help, provided by the governance, is not enough - efficient would be an additional support from private companies and interested business groups. Contributions of partnerships, involved in the process, increase significant the public benefits. Education, public transport and infrastructure build a grounded base for effective work with the resources and secure the glory way of Bansko as an attractive touristic destination and entertainment center. 4
