Durch die ansteigende Ressourcenverknappung natürlicher Rohstoffe und der anwachsenden Zahl an Deponien rückte der verwertungsorientierte Rückbau immer mehr in den Vordergrund. Die Abbruchkosten dafür sind im Vergleich zum konventionellen Abbruch zwar teurer, jedoch können durch die Aufbereitung der Baurestmassen Kosten gespart und durch den daraus enthaltenen Sekundärrohstoff Geld verdient werden. Somit ergibt sich ganzheitlich gesehen eine Einsparung gegenüber dem konventionellen Abbruch.<br />Von der EU wird durch die Abfallrahmenrichtlinie die zu erreichende Recyclingquote bis 2020 mit 70% festgelegt. Im Bereich des Straßen- und Betonabbruchs kann dieser Wert bereits heute eingehalten werden. Im Hochbau konnte dieser Wert aufgrund der Heterogenität der Materialien und der auftretenden Verbundsysteme noch nicht erreicht werden. Hier finden bislang 60% den Weg in den Stoffkreislauf zurück. Es bleibt zudem abzuwarten wie sich der Rückbau der Bauteile mit Wärmedämmverbundsystemen gestaltet. Nach dem derzeitigen Stand der Technik ist eine sortenreine Trennung bislang nicht möglich. Aus diesem Grund müssen beispielsweise neue Aufbereitungsverfahren entwickelt werden. Durch die vom ÖBRV publizierten Richtlinien wurden Regeln und Anforderungen geschaffen, um qualitätsgesicherte Recycling-Baustoffe herstellen zu können. Sekundärrohstoffe mit Güteschutzzeichen und der CE-Kennzeichnung sind qualitativ hochwertig und können groß-teils mit Primärrohstoffen verglichen werden. Diese Qualität hängt jedoch auch von den in Kapitel 8 beschriebenen Leistungen auf Auf-traggeber- und Auftragnehmerseite ab. Im Hinblick auf qualitativ hochwertige Ausgangsprodukte ist auf eine richtige Vorgehensweise zu achten. So ist ein Zusammenwirken zwischen Auftraggeber und Auftragnehmer ein Erfolgsgarant für den Verlauf von Abbruchtätigkeiten. Der Einsatz von Recycling-Baustoffen ist zudem von den wirtschaftlichen Faktoren abhängig. Der in Kapitel 7.2 dokumentierte Kostenvergleich zeigt zugleich, dass die Recycling-Baustoffe eine kostengünstige Alternative darstellen. Dies liegt vor allem auch am Einsatzmobiler Aufbereitungsanlagen, wodurch sich eine Ersparnis bei Transportkosten einstellt. Des Weiteren haftet an Recycling-Baustoffen ein Imageproblem. Dies liegt auch an der Tatsache, dass die Sekundärrohstoffe solange als Abfall gelten und ALSAG-pflichtig sind, bis diese ordnungsgemäß eingebaut werden. Derzeit wird an einer Abfallendeverordnung gearbeitet, welche schon bald präsentiert werden soll. Dies wäre ein erster Schritt das Image und die Akzeptanz der Recycling-Baustoffe voranzutreiben. Abschließend sei angemerkt, dass vor allem öffentliche Auftraggeber einen entscheidenden Beitrag zur Imagepflege leisten können, indem sie im öffentlichen Bereich Recycling-Baustoffe einsetzen und dadurch die Bauwirtschaft zum Umdenken bewegen können.<br />
