Die vorliegende Diplomarbeit befasst sich mit raumplanerischen Maßnahmen zum Umgang mit Hangwasser, worunter Überflutungen fernab von Gewässern verstanden werden. Als Folge der weiterhin zunehmenden Bodenversiegelung und des Klimawandels treten Hangwasserereignisse in den letzten Jahren häufiger und intensiver auf. Gemeinden in ganz Österreich sind mit den negativen Folgen dieser Ereignisse konfrontiert. Um die daraus resultierenden Schäden zu reduzieren, wurden bisher vor allem technische Schutzmaßnahmen getroffen. Mit der Umsetzung der EUHochwasserrichtlinie rücken zunehmend nicht-bauliche und raumplanerische Maßnahmen in den Vordergrund des Hochwasserrisikomanagements.Ziel der Raumplanung ist es, die Nutzung des Raumes entsprechend seiner Eignung zu gestalten und damit die Risiken durch Naturgefahren zu reduzieren bzw. zu beseitigen. Die dazu notwendigen raumplanerischen Maßnahmen werden im Risikomanagement für fluviales Hochwasser auf Basis des Gefahrenzonenplans getroffen. Für das Hangwassermanagement fehlt bisher ein entsprechendes Planungsinstrument, was eine wesentliche Herausforderung für den raumplanerischen Umgang mit Hangwasser darstellt.Im Rahmen der Diplomarbeit werden Maßnahmen und Strategien zum Umgang mit Hangwasser untersucht. Dabei werden auch bestehende Ansätze zum raumplanerischen Umgang mit Hangwasser beleuchtet. Die Inhalte der vorliegenden Arbeit stammen primär aus einer Literaturrecherche und -auswertung sowie einer Rechtsanalyse. Weiters wurden Gespräche und Interviews mit Expert:innen sowie weiteren Akteur:innen auf diesem Gebiet geführt. Ergänzend wurden Begehungen durchgeführt und Seminare zu diesem Thema besucht. Die Arbeit soll einen Überblick über den derzeitigen Umgang mit Hangwasser geben, wobei der Schwerpunkt auf raumplanerischen Ansätzen liegt. Potenziale sowie Herausforderungen bzw. Defizite sollen diskutiert und daraus Empfehlungen für den zukünftigen Umgang mit Hangwasser abgeleitet werden. Die Ergebnisse dieser Arbeit sollen dazu beitragen, eine Grundlage für die zukünftige Entwicklung raumplanerischer Strategien zum Umgang mit Hangwasser zu schaffen und damit Schäden durch zunehmende Hangwasserereignisse zu minimieren.

This diploma thesis deals with spatial planning measures for dealing with slope water, which is understood as flooding far away from water bodies. As a consequence of the constantly increasing soil sealing and climate change, slope water events have been occurring more frequently and more intensively in recent years. Municipalities all over Austria are confronted with the negative consequences of these events. In order to reduce the resulting damage, mainly technical protective measures have been implemented so far. With the implementation of the EU Floods Directive, nonstructural and spatial planning measures are increasingly coming to the forefront of flood risk management.The aim of spatial planning is to shape the use of space according to its suitability and thus to reduce or eliminate the risks posed by natural hazards. The necessary spatial planning measures are taken in risk management for fluvial floods on the basis of the hazard zone plan. Up to now, there has been no corresponding planning instrument for slope water risk management, which represents a major challenge for dealing with slope water in spatial planning.Within the framework of the diploma thesis, measures and strategies for dealing with slope water are examined. Existing approaches to dealing with slope water in spatial planning are also examined. The contents of this thesis are primarily derived from a literature research and evaluation as well as a legal analysis. Furthermore, discussions and interviews were conducted with experts and other actors in this field. In addition, inspections were carried out and seminars on this topic were attended.The thesisintends to provide an overview of the current handling of slope water, with a focus on spatial planning approaches. Potentials as well as challenges and deficits are to be discussed and recommendations for the future handling of slope water are to be derived. The results of this work should contribute to creating a basis for the future development of spatial planning strategies for dealing with slope water in order to minimize damage caused by increasing slope water events.
