Aflenz awakening : nanotouristische Transformation einer ehemaligen Tourismusgemeinde

Abstract

In vielen strukturschwachen Gemeinden Österreichs zeichnet sich ein düsteres Bild ab: Die Dorfkerne, einst Zentren blühenden Lebens, verlieren zunehmend an Anziehungskraft. Im Streben nach Effizienz wurden zentrumsnahe Geschäftsflächen durch große Industriebauten an den Gemeinderändern und in überregionalen Industrievierteln ersetzt. Der daraus resultierende zentrale Geschäftsleerstand steht, für alle sichtbar, als Mahnmal für eine gescheiterte Regionalplanung. Dazu kommt die voranschreitende Zersiedelung durch den Neubau von Einfamilienhäusern auf grüne Wiesen, die das innerörtliche Leerstandproblem weiter verschärft. Diese Entwicklungen ziehen einen Rattenschwanz an Folgeproblemen nach sich: Absiedelung, Tourismusrückgang, Vernachlässigung der historischen Bausubstanz, Autozentrierung und Verlust des Gemeinschaftsgefüges.Diese Diplomarbeit soll die genannten Probleme anhand der Gemeinde Aflenz in der Steiermark aufgreifen und versuchen, Fehlentwicklungen als Basis für ein Nanotourismus Konzept zu nehmen. Durch die Etablierung der neun Prinzipien des Nanotourismus: kritisch, partizipativ, bottom-up, ortsbezogen, lokal, sozial, verantwortungsvoll, erfinderisch und bildend, soll ein Gesamtkonzept entwickelt werden, das die Aufenthaltsqualität des Ortes für Einwohner*innen und Besucher*innen gleichermaßen fördert.Im ersten theoretischen Teil dieser Arbeit soll es primär um die Analyse der aktuellen Leerstandsproblematik in Aflenz gehen. Hierfür werden Einwohner*innen und Amtsträger*innen befragt und in Kombination mit der Auswertung statistisch erhobener Daten ein detailliertes Stimmungsbild in der Gemeinde erstellt. Zusätzlich wird der Leerstand entlang der Hauptachsen der Gemeinde erhoben und auf verstecktes raumplanerisches Potential analysiert. Somit soll eine Auswahl an Leerständen getroffen werden, aus denen anschließend mein Projekt realisiert wird.Im zweiten theoretischen Teil werde ich zwei Beispiele für außergewöhnliche, touristische Regionalentwicklung analysieren: die Region Bregenzerwald und die Gemeinde Bale in Kroatien. Daraus abgeleitet werde ich das in Italien entwickelte Tourismuskonzept Albergo Diffuso, beziehungsweise Dispersed Hotel charakterisieren, inklusive eines Abbildes der aktuellen Studienlage zu den bisherigen Erfolgsaussichten. Danach werde ich die örtlichen Rahmenbedingungen auf die Durchführbarkeit des Konzepts überprüfen und passende Leerstände auswählen. Im praktischen Teil werde ich anfangs einen Masterplan für die Entwicklung des gesamten Ortes erstellen. Der Fokus wird auf der Reaktivierung eines funktionellen Ortskerns liegen, indem ein Raum des aktiven Dorflebens und des kulturellen Austausches geschaffen wird. In weiterer Folge wird ein Dispersed Hotel in das Gefüge integriert, welches sich auf den touristischen Leerstand erweitern kann. Sämtliche Standorte werden zunächst auf konzeptueller Ebene entwickelt, danach folgt der detaillierte Entwurf des Basisgebäudes des Albergo Diffuso. Zuletzt folgt eine Umsetzungsstrategie für die geplanten Maßnahmen.Diese Arbeit soll den Bewohner*innen der Gemeinde Aflenz als unverbindliche Einladung dienen, die aktuelle Situation zu hinterfragen sowie ihren Visionen Raum zu geben.

A grim picture is emerging in many structurally weak communities in Austria: village centres, once booming centres of activity, are increasingly losing their appeal. In the pursuit of efficiency, commercial areas close to the town centre have been replaced by large industrial buildings on the outskirts of communities and in supra-regional industrial districts. The resulting central business vacancies are a visible reminder of failed regional planning. In addition, there is the ongoing urban spread caused by the construction of new single-family homes on greenfield sites, which further intensifies the vacancy problem in town centres. These developments lead to a whole range of secondary problems: depopulation, a decline in tourism, abandonment of historic buildings, car-centred development and a loss of community spirit.This diploma thesis is intended to address these problems using the village of Aflenz in Styria as an example and attempt to take negative developments as the basis for a nano-tourism concept. By establishing the nine principles of nanotourism: critical, participatory, bottom-up, site-specific, local, social, responsible, inventive and educative, an overall concept is to be developed that promotes the quality of living in the place for residents and visitors alike.The first theoretical part of this work will primarily focus on analysing the current vacancy problem in Aflenz. To this end, residents and officials are interviewed and, in combination with the analysis of statistically collected data, a detailed picture of the mood in the municipality is created. In addition, the vacancies along the main axes will be surveyed and analysed for hidden spatial planning potential. In this way, a selection of vacancies will be made from which my project will subsequently be realised.In the second theoretical part, I will analyse two examples of exceptional regional tourism development: the Bregenzerwald region and the municipality of Bale in Croatia. Based on this, I will analyse the tourism concept Albergo Diffuso, or Dispersed Hotel, developed in Italy, including an overview of current studies on the prospects of success to date. I will then examine the feasibility of the local framework conditions and select suitable vacant properties. In the practical part, I will start by developing a masterplan for the entire site. The focus will be on reactivating a functional village centre by creating a space for active village life and cultural exchange. Subsequently, the dispersed hotel will be integrated into the fabric. All locations are initially developed at a conceptual level, followed by the detailed elaboration of the base building of the Dispersed Hotel. Finally, a strategy for implementing all measures is developed.This work should serve as an invitation to the residents of Aflenz to challenge the current situation and give space to their visions.
