Gemeinsam aufbrechen : Analyse von „Top-down- und Bottom-up-Ansätzen“ zur Entsiegelung in Wien im Kontext einer klima- und grünraumgerechten Transformation der Bestandsstadt

Abstract

Angesichts der Klima- und Biodiversitätskrise gewinnt neben dem Schutz des Bodens vor weiterer Versiegelung auch das Thema der Entsiegelung, insbesondere in urbanen und dicht bebauten Räumen, immer mehr an Bedeutung. Städte beginnen daher nach und nach Planungsstrategien und -instrumente zur Entsiegelung zu entwickeln und Entsiegelungsmaßnahmen aktiv umzusetzen. Neben diesem „top-down-gerichteten“ Ansatz gibt es aber auch auf zivilgesellschaftlicher Ebene, der Bottom-up-Ebene, international immer mehr Initiativen, die sich dem Thema der Entsiegelung widmen und Entsiegelungsprojekte durch ihr Engagement fordern, initiieren oder sogar selbst baulich umsetzen. Dabei spielen im Diskurs um Entsiegelung die Konzepte der Klima- und Grünraumgerechtigkeit eine zentrale Rolle, auf die sich sowohl zivilgesellschaftliche Initiativen als auch stadtpolitisch-administrative Akteur*innen häufig beziehen. Vor diesem Hintergrund ist es das übergeordnete Ziel der vorliegenden Diplomarbeit, im Kontext der Klima- und Grünraumgerechtigkeit explorativ zu untersuchen, ob es auch in Wien abseits der Top-down-Ebene Bottom-up-Initiativen gibt, die sich mit dem Thema Entsiegelung auseinandersetzen, und welche Potenziale solche Initiativen mit sich bringen. Im ersten Teil der Arbeit erfolgt eine theoretische Auseinandersetzung mit den Themen Versiegelung, Entsiegelung, Klima- und Grünraumgerechtigkeit, der Zivilgesellschaft in der Stadtentwicklung sowie internationalen Beispielen zu Bottom-up-Entsiegelungsinitiativen durch eine Literatur- und Internetrecherche. Anknüpfend daran wird anhand von Wien analysiert, welche Strategien und Instrumente von Seiten der Stadtpolitik und -verwaltung zum Thema Entsiegelung existieren und welche Zielstellungen damit verknüpft sind. Die explorative Auseinandersetzung mit der Bottom-up-Ebene in Wien erfolgt anhand der vier Fallbeispiele: „Westbahnpark.live“, „Wiener Sukzession“, „Du sollst Deine Umgebung entsiegeln. 1. Meidlinger Klimamanifest“ und einem Entsiegelungsprojekt im Bezirk Leopoldstadt. Diese werden mit Expert*inneninterviews, Begehungen und einer Dokumentenanalyse untersucht. Im letzten Abschnitt wird das Potenzial, die stadtpolitisch-administrative und die zivilgesellschaftliche Ebene zur breiteren Umsetzung von Entsiegelungsmaßnahmen stärker zu verknüpfen, anhand von selbst entwickelten Handlungsempfehlungen für Wien dargestellt.Die Ergebnisse zeigen, dass die Entsiegelung von Flächen in Wien nicht nur von Seiten der Stadtpolitik und -verwaltung thematisiert und zunehmend umgesetzt wird, sondern auch zivilgesellschaftliche Akteur*innen Entsiegelungsmaßnahmen diskutieren, forcieren und meist in Kooperation mit der Top-down-Ebene umsetzen. Zentrale Potenziale der untersuchten Bottom-up-Initiativen sind dabei die Auseinandersetzung mit dem Thema Entsiegelung mittels aktivistisch-künstlerischer Aktionen, meist in öffentlichen oder halböffentlichen Räumen, und somit die Sichtbar- und Erlebbarmachung von Entsiegelungsmaßnahmen in der Stadt sowie ihre Fähigkeit, im hohen Maße außerhalb des „städtischen Planungskorsetts“ zu denken und zu agieren.

In the context of the climate and biodiversity crisis, the issue of desealing, particularly in urban and densely built-up areas, is becoming increasingly important besides protecting the soil from further sealing. City administrations and policymakers are therefore gradually beginning to develop planning strategies and instruments for desealing and actively implementing desealing measures. In addition to this ‘top-down’ approach, there are internationally also more and more initiatives at the bottom-up level of civil society that are dedicated to the issue of desealing and are demanding, initiating, or even implementing desealing projects themselves through their actions. The concepts of climate and green space justice play a central role in the discourse on desealing, to which both, civil society initiatives and urban policy and administrative actors, often refer. Therefore, the main objective of this diploma thesis is to explore, in the context of climate and green space justice, whether there are also bottom-up initiatives in Vienna, beyond the top-down level, that deal with the issue of desealing and what potential such initiatives bring in.In the first part of the thesis, a theoretical analysis of the topics of sealing, desealing, climate and green space justice, civil society in urban development and international examples of bottom-up desealing initiatives is carried out through a literature and internet research. Following on from this, Vienna will be used to analyse which instruments and strategies exist on the urban policy and administration level on the subject of desealing and which objectives are linked to this. The explorative analysis of the bottom-up level in Vienna is based on four case studies: ‘Westbahnpark.live’, ‚Wiener Sukzession‘, ’Du sollst Deine Umgebung entsiegeln. 1. Meidlinger Klimamanifest’ and a desealing project in the district ‚Leopoldstadt‘. These are analysed using expert interviews, inspections and a document analysis. In the final section, the potential to link the urban political-administrative and civil society levels more closely for a broader implementation of desealing measures is presented through self-developed recommendations for action in Vienna.The results show that desealing measures in Vienna are not only increasingly being addressed and implemented by city politicians and administrators, but that civil society actors are also discussing, promoting and implementing desealing measures, usually in cooperation with the top-down level. The key potential of the bottom-up initiatives analysed here is their engagement with the issue of desealing by means of activist-artistic actions, mostly in public or semi-public spaces, and thus making desealing measures in the city visible and tangible, as well as their ability to think and act outside the ‘planning corset’ to a large extent.
