Zirkuläres Bauen in Wien : Umsetzung der Kreislaufwirtschaft in der Bauwirtschaft

Abstract

Diese Arbeit beschäftigt sich mit der Frage, wie das Konzept des zirkulären Bauens unter Berücksichtigung bestehender rechtlicher Rahmenbedingungen erfolgreich in Wien implementiert werden kann. Im Zentrum steht die Analyse politischer Strategien und gesetzlicher Vorgaben auf europäischer, nationaler und kommunaler Ebene, um die strukturellen Voraussetzungen für eine zirkuläre Bauweise zu erfassen. Zunächst wird das Thema durch eine Einordnung aktueller politischer Leitbilder strukturiert, von den Vorgaben des EU-Green Deals bis hin zu städtischen Strategien wie der Wiener Smart Klima City Strategie. Anschließend erfolgt eine Bestandsaufnahme der aktuellen Baupraxis in Wien sowie der ökologischen und ökonomischen Rahmenbedingungen im Bausektor, insbesondere im Hinblick auf Ressourcenverbrauch, Abfallaufkommen und Emissionen.Der zentrale Teil der Arbeit widmet sich der detaillierten Betrachtung der rechtlichen Grundlagen, die für zirkuläres Bauen relevant sind. Dazu gehören etwa die EU-Bauprodukteverordnung, die Recycling-Baustoffverordnung, die Wiener Bauordnung sowie weitere Regelwerke auf Landes- und Bundesebene. Es wird untersucht, inwieweit diese Vorgaben zirkuläre Bauweise derzeit ermöglichen oder behindern und wo Anpassungsbedarf besteht.Um die theoretischen Erkenntnisse mit praktischen Erfahrungen zu verbinden, werden qualitative Interviews mit Expert:innen aus der Forschung, Planung und Bauwirtschaft durchgeführt. Daher schließt die Arbeit mit konkreten Empfehlungen zur Weiterentwicklung rechtlicher Rahmenbedingungen und zur Förderung technologischer Innovationen ab. Sie betont die Notwendigkeit eines integrativen Ansatzes, der rechtliche, technische und planerische Aspekte gleichermaßen berücksichtigt, um zirkuläres Bauen als festen Bestandteil nachhaltiger Stadtentwicklung in Wien zu verankern.

This thesis deals with the question of how the concept of circular construction can be successfully implemented in Vienna, considering the existing legal framework. The focus is on analyzing political strategies and legal requirements at European, national and municipal level to identify the structural prerequisites for circular construction methods. The topic is first structured through an overview of current political models from the requirements of the EU Green Deal to urban strategies such as Vienna's Smart Climate City strategy. This is followed by a review of current construction practice in Vienna and the ecological and economic framework conditions in the construction sector, particularly regarding resource consumption, waste generation and emissions.The central part of the work is dedicated to a detailed examination of the legal foundations that are relevant for circular construction. This includes among others the EU Construction Products Regulation, the Recycling Building Materials Regulation, the Vienna Building Code and other regulations at state and federal level. The thesis investigates to what extent these regulations currently enable or limit circular construction and where there is a need for adaptation.To link the theoretical insights with practical experience, qualitative interviews are conducted with experts from research, planning and the construction industry. The thesis therefore concludes with specific recommendations for the further development of the legal framework and the promotion of technological innovations. It emphasizes the need for an integrative approach that takes equal account of legal, technical and planning aspects to anchor circular construction as an integral part of sustainable urban development in Vienna.
