Leistbarkeit im Sozialen Wohnbau

Abstract

Die Leistbarkeit von Wohnen steht seit geraumer Zeit im Fokus der politischen Diskussionen. Steigende Baukosten, steigende Grundstückspreise, höhere Standards sowie die erhöhte Nachfrage nach Wohnraum lassen die Mietkosten in die Höhe schnellen. Speziell für einkommensschwache Haushalte wird es zunehmend schwieriger, Wohnraum zu erschwinglichen Preisen zu finden. Hier ist vor allem der sozial geförderte Wohnbau mehr denn je gefragt, die Verfügbarkeit von leistbarem Wohnraum zu gewährleisten. Die Politik in Österreich ist sich jedoch meist nicht darüber einig, mit welchen Mitteln ein ausreichendes Angebot an leistbarem Wohnraum geschaffen werden kann. Ziel der vorliegenden Diplomarbeit ist es, den beiden Fragen nachzugehen, wie der soziale Wohnbau trotz steigender Qualitätsansprüche in Zukunft für untere Einkommensschichten noch leistbar bleibt und welche Veränderungen in der Wohnbauförderung zukünftig notwendig sind, um den nationalen und internationalen Anforderungen an die Energieeffizienz gerecht zu werden. Anhand einer vergleichenden Analyse werden dabei die Besonderheiten und Unterschiede der sozialen Wohnbausysteme in fünf europäischen Ländern (Niederlande, Schweden, England, Deutschland, Österreich) aufgezeigt. Diese Erkenntnisse werden in das abschließende Soll-Fördermodell zur Leistbarkeit und zur Gestaltung der Fördermodelle im sozialen Wohnbau in Österreich miteingebunden. Dabei werden als Empfehlungen beispielsweise die höhere Zusatzförderung bei energieeffizienter Bauweise oder die Förderung innovativer Wohnbaumodelle ausgesprochen. In einer Gegenüberstellung der beiden Faktoren Nachhaltigkeit und Leistbarkeit werden in der Fallstudie A die laufenden Kosten, die Investitionskosten und die Lebenszykluskosten zwischen einem Passivhaus und einem Niedrigenergiehaus dargestellt. In der Fallstudie B werden die Besonderheiten einer Finanzierung anhand eines Referenzobjektes aufgezeigt und die Rentabilität einer Solaranlage geprüft. Das Ergebnis der Fallstudie A zeigt, dass die Gebäude der Wohnbauförderung 2010 mit einem Heizwärmebedarf von 30 bis 40 kWh/m2 BGFa für die Mieter am leistbarsten sind. Das Ergebnis der Fallstudie B veranschaulicht, dass Mieter, die als eine Energiegenossenschaft fungieren, erst nach 14 Jahren einen Profit erwirtschaften. Um in Zukunft leistbares Wohnen zu gewährleisten, müssen Gemeinnützige Bauvereinigungen und die Politik neue günstige Wohnbaumodelle vorantreiben und neue Wege oder Richtlinien schaffen, um die Mieten im sozialen Wohnbau auf einem niedrigen Niveau zu halten.

The affordability of housing has been a focus of interest of ongoing political discussions in the past few years now. Rising construction costs, rising land prices, higher standards and the increased demand for housing increase the rental costs considerably. Especially for low-income households, it becomes difficult to find housing at affordable prices. Hence, socially supported housing is more than ever required to ensure the availability of affordable living space. However, the politicians in Austria are partly unable to reach an agreement about the most effective means by which a sufficient supply of affordable living space can be created and maintained. The aim of this thesis is firstly to explore how social housing will still be affordable for lower income levels in spite of rising quality requirements in the future, and secondly, what changes in the promotion of housing will be necessary in the future in order to meet the national and international requirements of energy efficiency. Based on a comparative analysis, the characteristics and differences of social housing systems in five European countries (Netherlands, Sweden, England, Germany, Austria) are highlighted. These findings are included in the final optimization model for the affordability and design of the funding models in social housing in Austria. The final optimization model recommends measures such as higher additional subsidies for energy-efficient construction or the promotion of innovative residential building models. By comparing the two factors sustainability and affordability, Case Study A presents current costs, investment costs and life-cycle costs of a passive house as well as of a low-energy house. Case Study B shows the characteristics of financing on a basis of a reference object and examines the profitability of a solar system. The results of Case Study A shows that the buildings of the “Wohnbauförderung 2010” with a heating demand of 30 to 40 kWh/m2 gross floor area per year are the most affordable for tenants. The results of Case Study B illustrate the fact that tenants who act as an energy cooperative generate a profit only after 14 years. In order to ensure affordable housing in the future, non-profit building associations and the politicians have to promote innovative low-priced residential building models and create new ways or guidelines to keep rents in social housing at a low level.
