Abstract:
Der Straßengüterverkehr trägt zu einem wesentlichen Teil zu Treibhausgasemissionen bei und die gegebenen wirtschaftlichen Rahmenbedingungen bringen Transportdienstleister zunehmend unter Druck. Ein sich veränderndes Marktgefüge erfordert es, schnell, flexibel und kundenindividuell auf Transportbedarfe reagieren zu können. Diese zunehmende Volatilität führt zu Planungsunsicherheiten bei Transportdienstleistern. Um die notwendige Flexibilität in der Transportdurchführung zu gewährleisten, entscheiden sich Transportdienstleister tendenziell für den Verkehrsträger Straße, anstatt für die nachhaltigere Schiene oder die Wasserstraße. Um dem entgegenzuwirken, wird in dieser Arbeit ein Vorgehensmodell zur Planung von Maßnahmen zur Kapazitätsanpassung und der damit verbundenen rollierenden Anpassung der Flottenzusammensetzung vorgestellt. Zielsetzung dieser Arbeit ist es, ein Vorgehensmodell zu entwickeln, das es Transport-dienstleistern erlaubt, notwendige Transportkapazitäten verkehrsträgerübergreifend anhand erwarteter Transportbedarfe rollierend zu planen und so Transparenz über mögliche Kapazitätsanpassungsmaßnahmen sicherzustellen. Die so geschaffene Transparenz und die damit verbundene Synchronisation des Kapazitätsangebots mit der Nachfrage soll zur Reduktion von Kosten und von Treibhausgasemissionen beitragen. Ergebnis der Arbeit ist ein Vorgehensmodell zur rollierenden Planung von Maßnahmen zur Anpassung multimodaler Transportkapazitäten und die Demonstration der Anwendbarkeit sowie dessen Nutzen. Hinsichtlich der Forschungsfragen kann anhand des Fallbeispiels gezeigt werden, dass eine verbesserte Planungsfähigkeit beim Transportdienstleister sowohl ökonomisch als aus ökologisch zu einer höheren Effizienz beiträgt. Es wird gezeigt, dass die rollierende Planung von Maßnahmen zur multimodalen Kapazitätsanpassung Kosten und Treibhausgasemissionen in der Transportabwicklung reduziert. Dennoch kann der ökonomische und ökologische Mehrwert der rollierenden Anwendung des Modells nicht frei von Ambivalenzen gezeigt werden. Daraus resultiert weiterer Forschungsbedarf, sowohl in der Verbesserung von Methoden zur Kapazitätsplanung als auch in der Verbesserung der Leistungsfähigkeit von Algorithmen.
Currently, road freight transport contributes to a significant extent to greenhouse gas emissions. Additionally, economic conditions are increasingly putting transport service providers under pressure. A changing market structure requires being able to respond to transport demand quickly, flexibly and in a customer oriented manner. An increasing market volatility leads to planning uncertainties. To ensure the necessary flexibility in the transport implementation, transport service providers tend to opt for road transport, rather than for the rail. In order to counter this development, a model to plan measures for capacity adjustment and the associated dynamic adjustment of the fleet composition is presented. The aim is the development of a model that allows transport service providers to plan transport capacities based on expected transport demand and thus to ensure transparency about possible capacity adjustment measures. The application of the model should help to reduce transport costs and GHG emissions. The result of the work is a model for the dynamic planning of measures for the adjustment of multimodal transport capacities and the demonstration of its applicability. With regard to the proposed research questions, a case study shows that an improved capability to plan transport capacities is more efficient. It is shown that the application of the model reduces costs and GHG emissions. Nevertheless, the economic and ecological added value cannot be shown free from ambiguities. This results in further research needs, both in the improvement of capacity planning methods and in the performance of algorithms in the processing of stochastic transport demands.
